Formation of AIPEU-GDS for Andhra Pradesh Circle & Telangana Circle
A joint Council meeting of AIPEU-GDS of combined Andhra Pradesh circle (comprising the Branch & Divisional Secretaries of Andhra Pradesh Postal Circle & Telangana Postal Circle) has been held on 04-09-2016 in Sundarayya Vignana Kendram, Baghlimpally, Hyderabad.
The Council meeting presided by Com.V.Vijayakrishna, Working President of AIPEU-GDS (for combined Circle). Com.K.Ramachandram, NFPE Circle Coordination Committee Chairman & All India President, AIPAOEU inagurated the Council Meeting. Com.P.Pandurangarao, General Secretary, AIPEU-GDS and Com.Ch.Vidyasagarrao, Circle Secretary, P4 also attended and addressed the session.
A resolution has been moved for bifurcation of AIPEU – GDS Andhra Pradesh Postal Circle and AIPEU-GDS for Telangana Postal Circle in the Council Meeting, adopted and approved by all the Branch Divisional Secretaries of both Circles unanimously.
A set of organizing bodies have been formed for both the circles with the consent of all Branch / Divisional Secretaries attended the Circle Counci Meeting.

AIPEU-GDS conveyed heartfelt greetings and congratulations on the formation of organizing bodies for AIPEU-GDS for Andhra Pradesh & Telangana Postal Circles.
A brief note on the creation of the Telangana Postal Circle :
The Department of Posts issued an OM vide its letter No.38-3/2014.PE-II dated 1st July 2016 on the subject that Creation of new Postal Circle named “Telangana Postal Circle” subsequent to the formation of Telangana State.
The Telangana Postal Circle is created from its parent Circle ie., Andhra Pradesh Postal Circle with the following Regions and Divisions/Units.

Now, India Post plans Gangajal delivery to foreign shores
Enthused by the response received by India Post for its Gangajal scheme, the department now plans to start international delivery given the demand from the non-resident Indians (NRIs).
The scheme was started in July wherein bottled water from the river Ganges, or Gangajal, is being sold online through India Post e-commerce platform and offline through head post offices as well as circle post offices. Till date, around 100,000 bottled Gangajal have been dispatched across the country.
“The response has been tremendous. There’s so much demand for bottled Gangajal from south India as well as NRIs. We will soon start delivering abroad. We are in discussions with customs department of various countries,” said a senior official from the ministry of communications and information technology requesting anonymity.
Gangajal bottled at Gangotri and Rishikesh are presently available for sale. The employees of the department, mainly from the Uttarakhand region, have been involved for collecting, dispatching as well as delivering bottled Gangajal. Bottles are packed in 200ml and 500ml size. While Gangajal from Rishikesh cost Rs.15 for 200 ml and Rs.22 for 500ml, water sourced from Gangotri cost Rs.25 for 200ml and Rs.35 for 500ml.
“A plan is being worked out in accordance with the custom rules of other countries and will be finalised in the next few months,” said a department of posts official, who also did not want to be named.
For international deliveries the cost may go up because of logistics and Speed Post charges. The Speed Post charges and price will vary depending upon the country. India Post has a network of 154,939 post offices and an employee base of 460,457.
“We do not plan to outsource any work in this project. And the prices have been kept nominal to keep religious sentiments in the mind. We will just recover our packaging and dispatch costs,” said the second India Post official quoted above.
Queries emailed to the spokesperson of the ministry of communications on 5 September remained unanswered.
The department is using its vast network spread across the country to deliver Gangajaland other e-commerce parcels. E-commerce has come as a boon for India Post which was earlier struggling to find its relevance after the onset of technology and competition.
Experts say the reach of India Post is unmatched which is why even the e-commerce giants are relying heavily on their network.
“India Post is using its huge workforce to rise to the challenge. It is finding its relevance with e-commerce coming into play. Postmen are the drivers for bridging the rural and the urban divide and their access and reach is unmatched,” said Hemant joshi, partner at consultancy Deloitte Haskins and Sells.
“The postal network along with the new technology interface will become very powerful and banking will be a part of it. A big digital revolution will happen through this across India, especially in the rural areas,” he added.
The cash on delivery collected by India Post for e-commerce companies reached Rs1,500 crore at the end of March 2016 compared with Rs.500 crore in 2014-15, and a meagre Rs.100 crore in 2013-14.

Subject:- Consolidated Instructions on compassionate appointment — Review of FAQs dated 30.05.2013/25.02.2015 with regard to married son.
The undersigned is directed to invite attention to this Department’s O.M. No. 14014/6/1994-Estt.(D) dated 09th October, 1998 and OM of even number dated 16th January, 2013 vide which Consolidated Instructions on compassionate appointment were issued. Subsequently, vide FAQ No. 13 dated 30.05.2013 it has been clarified that married sons are not considered as dependent family member and hence not eligible for consideration for compassionate appointment. The clarification with regard to married son as stipulated in FAQ No. 13 dated 30.05.2013 has been reviewed vide FAQ No 60 of even number dated 25.02.2015 as under:-
2. Pursuant to various Court Orders, the clarification/FAQ No. 13 dated 30.05.2013 and FAQ No. 60 dated 25.02.2015 has been further reviewed in consultation with the Department of Legal Affairs. It has been decided that married son can be considered for compassionate appointment if he otherwise fulfils all the other requirements of the Scheme i.e. he is otherwise eligible and fulfils the criteria laid down in this Department’s O.M. dated 16thJanuary, 2013.
3. FAQ No.13 dated 30.05.2013 and FAQ No.60 dated 25.02.2015 stands withdrawn from the date of their issue.
4. The cases of compassionate appointment rejected solely on the grounds of marital status in terms of FAQ No. 13 dated 30.05.2013 during the intervening period i.e. w.e.f. 30.05.2013 to 25.02.2015 in respect of married son may be reopened/reconsidered against vacancies occurring after issue of this OM.
