FinMin warns tax officials of action against GST protest
New Delhi: In the run-up to GST rollout, the finance ministry has warned tax officials of disciplinary action if they go ahead with planned protests, including taking mass casual leave, on the budget day.
The All India Association of Central Excise Gazetted Executive Officers is opposed to any assessee of excise and service tax being moved to states in the new GST regime and has given notice for protest that includes lunch hour dharnas and mass casual leave on the budget day.
The revenue department on October 10 issued an order asking officials not to go on any protest and cited service rules that bar such action.
“GST is a major tax reform. All decisions will be taken by the GST Council, keeping in mind the interest of all concerned – the tax payer and officers. Against this background, you are advised to refrain from proposed course of action,” it said.
The order cited service rules that do not permit participation in demonstrations and strikes.
The service rules attached with the order stated that “disciplinary action should be taken against the prominent participants in the ‘gherao’ by striking officers, and absence from work on account of participation in such a protest should be treated as “unauthorised absence involving break in service”.
“The absence should not be regularised as leave of any kind,” the service rules said.
Rule 7 cited in the order states that no government service shall “engage himself or participate in any demonstration which is prejudicial to the interests of the sovereignty and integrity of India, the security of the state…”
The association plans to hold lunch hour dharnas on November 9, wearing black badge in office on December 7, day-long protest on January 5 and mass casual leave on budget day by all officers.
In its memorandum to Finance Minister Arun Jaitley, the association said the Central Board of Excise and Customs (CBEC) and its officers and employees have experience and expertise of more than 70 years in handling excise and service tax “which is missing with state officers”.
It wanted that “none of the assessees of central excise (to be levied CGST on supply of goods) and service tax (to be levied CGST on supply of services) should be transfered to states for the purpose of levy and collection of CGST by the officers of states”.
“All central excise and service tax assessees falling above the annual turnover of Rs 20 lakh should necessarily be controlled by the Centre and its officers only. No need to say we require a strong and powerful Centre in our federal system,” it added.
It wants CBEC and its officers only to collect C-GST and I-GST. “State government officials should be allowed to collect only SGST on intra-state supply of goods and services,” the body proposed.

Kindly refer above captioned letter issued by V. Ramaswamy, ADG (SR & Legal) to DDG (P) on the subject.
It is to bring to your kind notice that the 39th All India Conference of this Association was held at Jaipur on 13thand 14th February 2016 in which issue of providing clerical assistance to Sub Divisional Head was discussed in detail and after discussion, following resolution was passed unanimously by All India Conference.
“The work load on Sub Divisional Head has tremendously increased with the introduction of new services and launch of new products/business in the Department. Besides, technology implementation at grass root level at Branch Post office is need of hour. In order to implement the changes effectively, there, is essential requirement of clerical assistance to Sub Divisional head to cope up with the ever increasing burden. Therefore AIC Jaipur unanimously resolved to request Secretary (P) to consider immediate provision of at least one clerical assistance to all sub divisional head”.
In view of the lines, it is earnestly requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service by Inspectorial cadre.
The present status of the issue may kindly be intimated to this Association for information to their members.

The Staff Selection Commission has conducted the Combined Graduate Level Examination, 2016 in the Computer Based Mode in 43 Batches from 27.08.2016 to 11.09.2016 at about 415 venues in 96 cities throughout the country. This Examination was conducted at Srinagar on 25.09.2016. Against 38.04 lakh registered candidates, about 14.99 lakh candidates actually appeared in the said Examination.
The Commission, due to administrative reasons, has decided to conduct a re-examination for one Shift i.e. the Second Shift (Batch-II) of the CGLE Tier-I which was held at 4.15 PM – 5.30 PM on 27.08.2016. This re-examination will be conducted only for those candidates who had actually appeared in Batch-II on 27.08.2016.The tentative date for re-examination is 27.10.2016. Further details in this regard will be intimated to the candidates separately in due course.
The result for CGLE (Tier-I)-2016, in the context of the revised schedule of the examination, is tentatively proposed to be declared on 08.11.2016 and that CGLE (Tier-II)-2016 would be tentatively held w.e.f. 30.11.2016 to 02.12.2016.
The firm dates would be declared very shortly.

Cleaning of Stamps and Seals
Postal customers can now tweet complaints
CHENNAI, October 15, 2016
Postal customers now have more avenues to register their grievances. As part of its ongoing efforts to be more tech-savvy and refine its approach in service delivery, the Department of Posts now has twitter accounts and launched a toll-free complaint number —1924. Besides mailing grievance letters to the department, customers may tweet their complaints to @cpmgtamilnadu and @pmgchennai.
Earlier this week, the department introduced nodal mechanised delivery of parcels in three of the city post offices and in Tiruchi on a trial basis. Officials of the department said parcels would be delivered from one nodal office in the area instead of sending it to the other delivery office. For instance, delivery will be done from the Tambaram head office to areas that otherwise are covered by Tambaram IAF, Tambaram East and Tambaram Sanatorium. This will ensure quicker parcel delivery most often on the same day. Initiatives to reinvent postal services according to the changing times are adding to the revenue. Anna Road head post office is likely to be the first post office in the State to have payment bank facility, which will provide services similar to banks except offering loans, by March next year.
The Tamil Nadu circle has earned a revenue of nearly Rs.194 crore during this fiscal till August against Rs. 515 crore earned last fiscal.
In a bid to appreciate employees, the department felicitated about 60 officials and post offices for their contribution to postal schemes and services at a function held here on Friday.
The awards were presented in the presence of Reserve Bank of India’s regional director J.Sadakathulla.
