MEETING ON GDS BONUS ISSUE WITH THE DEPARTMENT OF POSTS
A meeting on GDS bonus issue was convened by the Member (P) Shri A.K. Dash in his Chamber in the evening of 19.10.2016 with PJCA leaders Secretary Generals and Presidents of NFPE & FNPO attended the meeting.
Member (P) told that the case of enhancement of bonus ceiling is being pursued by the Secretary Post. He has met with Finance Secretary personally and requested to expedite the matter. Minister (C) has also written letter to Finance Minister to grant enhanced bonus to GDS. He assured that it will be approved by Finance Ministry soon. He appealed to defer the agitational programmes including 2 days Strike on 9th &10th November,2016 . He assured to issue orders for casual labourers wage revision also.
But we told clearly that until and unless the orders for enhanced Bonus are received, our programmes as notified will continue.
We have received encouraging reports of Dharna /Demonstrations held today i.e. 20.10.2016 throughout the country. Government and Department is coming under pressure.
Please maintain the tempo and make all efforts to make 2 day Strike on 9th & 10th November, 2016 a grand success to achieve the demands.
MEETING ON ALLOWANCES WITH THE DEPARTMENT OF POSTS
A meeting on allowances was held on 19.10.2016 at G.P. Roy Committee Room, Dak Bhawan, New Delhi under the Chairmanship of Shri B.V. Sudhakar , Secretary Department of Posts. Member (P) Shri A.K. Dash and DDG Estt. Shri S.K. Dashora and other officers were present.
From Staff Side Secretary General NFPE, President NFPE, Secretary General FNPO, President FNPO and some other General Secretaries attended.
The Note submitted by PJCA was well taken by the Department and mostly the views of Secretary were positive on the demands on allowances presented by us according to note. (Note was published earlier in website.) We hope positive outcome.

The Government of India decided to extend the benefit of enhancement of bonus calculation celling from 3500 to 7000, to Central Government employees also, in the wake of 2016 September 2nd General strike, in which this was an important demand of the Confederation of Central Government Employees & Workers and NFPE. Orders enhancing the ceiling to 7000/- was issued by Government of India on 29th August 2016 with retrospective effect from 01-04-2014. i.e; from Financial year 2014-15. Payment of arrears for the year 2014-15 was made to the departmental employees in the month of September 2016 itself.
Unfortunately, the benefit of enhanced bonus calculation ceiling is not extended to three lakhs Gramin Dak Sevaks till this date. They have neither been paid arrears for 2014-15 nor the enhanced bonus for 2015-16 also. Each GDS employee has suffered a loss of Rs. 14,000 for two financial years on account of limiting the bonus to the old ceiling of 3500. There is no convincing or valid reason for denial or delay in payment of enhanced bonus to Gramin Dak Sevaks.
Last time, the Nataraja Murthy committee’s recommendation had resulted in denial of enhancement of bonus calculation ceiling from 2500 to 3500. Nataraja Murthy has recommended that GDS should be paid only 50% of the bonus of regular employees, as their productivity is only 50% of full time employees. Government accepted this recommendation and refused to grant enhanced bonus calculation ceiling of 3500/- to GDS, Against this decision of the Government NFPE, AIPEU-GDS and Postal Joint Council of action conducted series of agitational programes including strike and finally Government approved 3,500/- bonus calculation ceiling to GDS also. Thus the issue was settled once for all and there is no need of raising any doubt by the Postal Board, this time.
But, surprisingly, the Postal Board instead of issuing orders for grant of enhanced bonus to GDS referred the issue to GDS Committee. Fortunately, unlike Nataraja Murthy (a sadist officer who snatched away many of the benefit of GDS through his most retrograde and inhuman recommendations), the present GDS committee Chairman Shri Kamalesh Chandra (Retired Postal Board Member) submitted a reasonable, balanced and judicious recommendation to the Postal Board. In his recommendation Shri Kamalesh Chandrahas made it clear that the difference between the revenue generated by Branch Post Offices (GDS) and the expenditure incurred for running the BOs is only 200 Crores, where as the total deficit of the Department of Posts is more than 6000 crores. That shows that major portion of the loss of the Postal Department is not due to GDS system. He recommended that as the productivity of GDS is equal or in some cases more than departmental employees, GDS are eligible for enhanced bonus ceiling of Rs.7000/-.
Inspite of this unambiguous recommendation, the Postal Board refused to issue orders. Instead, it has referred the file for approval of Finance Ministry. Now the file is pending with Finance Ministry. More than two months are over, after the Government issuing the enhanced bonus calculation ceiling order. Three lakhs GDS are totally disappointed and their anger and protest is increasing day by day. Grave injustice is done to the GDS and it cannot be tolerated.
There are 5.5 lakhs employees working in the Postal Department, out of that 2.75 lakhs are Gramin Dak Sevaks. Denial of enhanced bonus to 50% of the work force is a clear case of discrimination. It is not a case of GDS alone. In a family if somebody is affected, then it becomes the issue of all members of the family. Every member of the family shall stand together to help the affected member and to resolve the problem. Here also, the problem of GDS who are the most oppressed and down-trodden section of the Postal department is the problem of all. An injury to one is an injury to all.
It is in this background, Postal JCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS has decided to organise two day’s nationwide strike on 9th & 10th November 2016, demanding (1) enhanced bonus to GDS and (2) payment of arrears of revised wages from 01-01-2006 to all casual labourers. NFPE and AIPEU-GDS calls upon the entirety of Postal employees including GDS and Casual labourers to make the two days strike a grand success.
Employees of Autonomous bodies are requested to Conduct the following programmes of Confederation.

Demonstration in front of all offices and gate meetings. Resolution to be adopted may be sent to (1) Prime Minster (2) Finance Minister (3) Home Minister and (4) All Heads of Departments.
2. 07.11.2016
Mass Dharna at all Important Centers Jointly with Confederation.

As you aware the orders for Revision of pay of employees of Autonomous bodies has not yet been issued by the Government. Many of the organisations of Autonomous bodies (Some of them are affiliates of Confederation) have requested Confederation CHQ to include their demands also in Confederation Charter of Demands. It is decided to include the following demand of employees of Autonomous bodies also in the Confederation’s Charter of Demand as item No. 20.
Demand No. 20 – “Implementation of the Revised Pay Structure in respect of employees working in Autonomous bodies Consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government Employees w.e.f. 01.01.2016”.

Clarification for warning message while opening BO accounts in DOP Finacle
- When we are opening BO accounts in DOP Finacle in SO/HO now we are getting the warning message “RICT Unique number is not entered. Do you want to proceed”
- This is only warning message and the root cause of the message is due to deployment of new patch in the production server.
Please find below the details of the patch which was deployed in production server.
The field RICT unique number is for entering the unique number generated in RICT device while opening of new accounts (SB / RD / TD). So, while opening new accounts, if BO is selected, then the warning message you have mentioned will be displayed and the offices can skip this by selection YES option if RSI FSI rollout has not happened.
- This information may be forwarded to all the SOL's at the earliest possible
- In future after implementation of RICT while opening the BO accounts in SO/HO we need to enter the unique number generated in RICT device at BO level.
Note :-
In Finacle we generally get the 3 different kind of messages in general while doing finacle operations they are mentioned below.
- Warning message
- Exception message
- Error message
Generally warning message code will start with 'W'
Exception message code will start with'ED'
Error message code will start with'E'.
- In DOP generally we can ignore warning and exceptions in general and we can proceed the transaction even system will allow to proceed the transactions.
- But when we get Error message the system will not allow to proceed further as this will occur when we perform the transaction against the DOP rulings or if there is any issue in the system.
- Hence if there is any error message immediately report to the respective CPC with latest error screen shots and detailed description for the solution.

Working Procedure of BPCOD / EPCOD and SPCOD articles in Delivery Post offices
BPCOD/EPCOD
- Receive the Parcel Bag in Postman Module and open the bag.
- The parcel must be received as BPCOD/EPCOD.
- Check the message file in InvoicingàCod ArticleàArticle for delivery.
- If message file is not available, then log in as Super, in Tool MenuàRequest for COD message File. Scan the Article, and run the R-Net Communication.
- The message file of the concerned COD should be available within 7 Days of the receipt of the COD Parcel.
- If message is available, then first serve the intimation slips through the Postman.
- The Parcel may be kept in Windows deposit or may be delivered through the Postman according to the limits prescribed for Postman.
- If the parcel is delivered, then take return as DELIVERED, receive the amount in the Treasury Module, Verify the same by the Supervisor in submit account.
- Then check the amount received by the Treasurer by viewing the Daily Account.
- Run both the R-net Communication and e-Payment communication to transfer the amount to the Biller.
- If the parcel is refused or un-claimed then return back the COD with suitable remarks and dispatch the parcel in the Despatch Module.
- For BOs, the Sub Account PA should enter the COD amount under the respective Heads while doing the BO Daily Account Data Entry.
- If the COD is returned by the Branch Offices, then return should be taken and COD should be returned in the Despatch Module.
- If there is any ambiguity in Amount written and Amount appeared then, the said COD should be returned.
What will happen, if the message file is not received:--
- If the message file is not received after 7 days of receipt, and the Costumer wishes to take the COD Then -
- Make the article delivered to the Costumer and collect the prescribed amount.
- Track the COD in India Post web site, not down the Booking office details.
- Now the amount received from the Costumers need to be remitted only to the Booking office by Service EMO.
- In the message space, enter the COD Number, Booking Date, Amount and Biller Name.
- Write down the details in the COD register maintained in your office.
- Log in as PA in Postman Module, Tools - Parcel COD disaster - Select the COD, enter the EMO number, amount, Date of booking and Remarks as Delivered.
- Login as Super in Postman Module, Tools - Parcel COD Disaster Verification, Verify the COD. This will update the delivery status of the COD in the Web Page.
- The Manually returned articles are also need to be entered in the COD disaster with the Remarks as Undelivered.
Two separate Registers should be maintained one for BPCOD and another for SPCOD. The disposal of all the COD Parcels should be entered in the register for future references.
Working Procedure of BPCOD/EPCOD and SPCOD articles in Delivery Post offices.
- Receive the SPCOD parcel in the in the Speednet Module.
- Transfer the SPCOD message file to the Meghdoot Postman under delivery menu.
- Adopt the procedure laid down for BPCOD articles for Delivery in Postman module.
If the SPCOD article is to be returned back:--
- Take return in the Postman Module.
- Submit Account should be done in the Postman Module.
- Execute the Speednet Communication to change the status of the SPCOD.
- Open Speednet, Close the bag àScan the SPCOD for return back.
The disposal of each SPCOD should be entered in the SPCOD register maintained in your office whether it is delivered or undelivered.
- Ensure that all the communication modules are in working condition.
- R-Net Communication is used to Receive and transmit RL/PARCEL and COD.
- e-Payment Client is used to transfer cash collected for COD billers.
- Speednet Communication is used to Receive and Transmit Speednet and SPCOD data.
- Check the BPCOD and SPCOD articles shown as deposit in the Postman module periodically.

Q: What is the age requirement for Manager (scale II) & Senior Manager (scale III)?
A: Manager (scale II): 23 to 35 years (birth date must be within 02.09.1981 & 01.09.1993

The above salary is inclusive of allowances & benefits.So your take
home salary could be around 30% lesser than the CTC given above.

A: There is NO agreement or service bond in IPPB
Q: Can I get posting in my home state? Are there transfers?
