CHARTER OF DEMANDS
1.      Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2.      Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).
3.      Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.      Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Enhance bonus calculation ceiling of GDS also to 7000 from 01.04.2014.
5.      Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.
6.      No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
7.      Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8.      Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
9.      Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.  Grant five promotions in the service carreer to all Central Govt. employees.
12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.
14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.  Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.  Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17.  Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.
18.  Revision of wages of Central Government employees in every five years.
19.  Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.

One of the first examples of globalization, the Universal Postal Union (UPU) was established 142 years ago as a means of creating a seamless network for communicating across borders, allowing the Post to deliver the world. Industry dynamics and consumer demands have today pushed the Post to deliver right to customers' homes – at their doorstep.

Our customers trust us and we are also the only trusted partner to provide locally and globally essential services to the public thanks to the universal service delivery network and obligations.


Our customers' needs, however, are changing rapidly. Modern information and communications technologies have created a new type of consumer, for whom delivering at the doorstep is not enough; they want service when and where they need it. The demand is for more flexible and personalized services.

While these innovations may be disruptive, we are hopeful that, as has happened with other advancements before, the Post will turn these challenges into opportunities and stay relevant to its customers.

Postal Week Oct. 9 – 15, 2016 : An ode to India Post



Despite the instant messaging services like whatsapp, SMS and the social networking sites, there is nothing like receiving a personalized, handwritten letter. As India Posts enters its 162ndyear, here are some interesting facts about the largest network in the world. World Post Day is celebrated each year on 9 October. The event was declared by the 1969 Universal Postal Congress in Tokyo as a means to mark the anniversary of the Universal Postal Union's (UPU) creation in 1874.

It sounds unbelievable but world’s first airmail flight took off in India! It was on 18th February 1911 that a private plane took off from Allahabad to deliver mail at Naini, 18 km across the Ganges. A commemorative stamp was issued in 1961 on the occasion of Golden Jubilee of the First Aerial Post.

The credit for issuing Asia’s first postal stamp also goes to India. Such a stamp was issued in Sindh (now in Pakistan) in 1852 and was in use till 1866. This rarest of rare stamp is collectors’ pride. Sir Bartel Frere, the Commissioner of Sindh, introduced paper stamps for his province in 1852. These stamps, known as Scinde Dawk, were round in shape and were issued in three variations. They were withdrawnin October 1854 on the introduction of the regular India Postage Stamps, though their use continued for quite some time.

In 1854, it was decided to issue stamps for the British India and, in the interest of the economy, it was also decided to have them printed in India itself. Accordingly, on 1st October 1854, half anna stamps showing a youthful profile of Queen Victoria were issued. Commemorative stamps were issued in 1954 to mark the centenary of this event.

The year 1854 was also a landmark year for the country’s postal service on various other counts as well. An all-comprehensive Indian Post Office Act was enacted in that year only. Again, it was in 1854 that rail mail service (RMS) began. The sea mail service from India to Britain and China also commenced in that year.

While 1854 stamps bore the inscription 'India Postage', in the same year, this was changed to 'East India Postage'. In 1882, this was again changed to 'India Postage' and continued till November 1962 when a new caption 'भारत' 'INDIA' was introduced.

The first independence stamps, issued in 1947, were three in number. They depicted the Ashoka Pillar (National Emblem of India), the Indian National Flag and an Aircraft. 

With a total of 1,54,939 post offices (as on 31.03.2015), India Post ranks the world’s largest postal network. The beginning for this was in 1727 when the first post office was opened in Calcutta (now Kolkata). Of these, 1,39,222 (89.96%) are in rural areas. At the time of independence, there were only 23,344 post offices, mostly in urban areas. On an average, a post office serves 21.22 sq. km. area and a population of 8,354. This varies from 6,193 in rural to 26,198 in urban areas.

The number of post boxes installed is almost five times the number of post offices, i.e., more than five lakhs. As varied is our landscape, there are floating post offices on lakes and rivers also. The number of employees is also an amazing 4.60 lakh (both departmental and Gramin Dak Sevaks).

Now there are 22 postal circles in the country in the range of almost one for each state but also combining small states together or smaller states / UTs with neighbouring states. The 23rd circle, the Army Postal Service Circle, is an exclusive circle for the armed forces.

The annual mail traffic handled by India Post is around 20.48 crore registered mail and a voluminous 540.71 crore unregistered mail; of this, the humble 50 Paise post card alone counts 194.58 crore! Speed Post counts for a traffic of more than 3 crore every month! The total revenue earned in 2014-15 was Rs. 11,635.98 crore. On its part, India Post also strives to preserve its 38 heritage buildings spread across the country.

Like the kings & queens of yore, you can also have a stamp that features you on stamps under ‘My Stamp’ facility. The Gen Z might call this as Selfie Stamps! According to a Postal Department website, ‘My Stamp’ is the brand name for personalized sheets of Postage Stamps of India Post. The personalization is achieved by printing a thumb nail photograph of the customer images and logos of institutions, or images of artwork, heritage buildings, famous tourist places, historical cities, wildlife, other animals and birds etc., alongside the selected Commemorative Postage Stamp.

To face the challenges of modern times and varied service requirements, the post offices are being computerized and equipped with Core Banking Solutions (CBS) to roll out payment banking services also. Post Offices are becoming nerve centres of innumerable activities by providing financial services, including Postal Life Insurance, disbursal of social security pension schemes, MGNREA payments, Direct Benefit Transfers, and retail services.

One of the Missions of India Post is to sustain its position as the largest postal network in the world but at the same time touching the lives of every citizen in the nook & corner of our vast country and to enable as the last mile connectivity as a Government of India platform.​

10 Ways To Boost Your Self-Confidence


How many times during your growing years did your parents tell you to walk straight or sit up straight? You may have casually dismissed it, or maybe you didn’t really pay attention. As an adult, though, you realise the wisdom of the advice.

Simple practices like these don’t just help you physically but also psychologically. Psychologists say that there are many little ways that can instantly help boost self-confidence. Here are some easy tips on how you can do just that.

GROOMING

The first thing that works for a confident person is his or her personal hygiene. Right from your hair, your face, your body, your fingers, and your skin — keep them clean and well maintained. If you have a body odour problem, take remedial measures (use deodorants and bactericidal soaps.

Check your teeth and get them fixed if there is a problem. Brush everyday twice, if you can, even after meals. You can even pop in a mint after your meals. 

Take care of your skin by eating the right food and drinking lots of water. If it needs more care, take help from professionals.

Knowing you look your best is an easy and effective way to help you act your best.

DRESS FOR SUCCESS

Dressing well and appropriately can do wonders for one’s self esteem. Many of us wear clothes that look nice on the clothes rack but do not necessarily suit our body type. Wear clothes that fit you well. If you are on the healthier side, wear clothes that aren’t too tight yet not loose or baggy, which just adds to the bulk and does not make you look any better.

Dressing well does not mean you need to spend your entire salary investing in designer brands. Choose your clothes wisely — it’s quality not quantity that counts. Pick up a few outfits that make a statement instead of loads of outfits that do nothing for your confidence.

The other thing to do is watch the popular verdict. If most people say pink is your colour and you feel comfortable wearing pink, do it.

GOOD POSTURE

Good posture has an immediate and lasting impact on your confidence. Do you recollect the time you were at the door, about to face an interview? What did you do instinctively? Didn’t you take a deep breath? By doing that two things happen — your stomach goes in and your head is held high.

Always hold your head high, throw your shoulders back, keep your back straight and walk with confident steps. Practice in the mirror a few times to make sure your doing it right, without looking too stiff.

WALK SMART

Do you take small, shuffling steps? Do you fling your arms around when you walk? Stop! You may be doing something sub-consciously that does not really compliment your style.

Be aware of how you walk. Be quick and energetic with a spring in your step. Think of a nice outdoor activity that you like doing, feeling the breeze on your face and letting your heart guide your walk.

If you are still not comfortable, try this age-old trick. Place a big book on your head and try to walk without dropping it. This is a great way to improve posture and gait.

SMILE OFTEN

To complete the look, make sure to smile. Smile as often as you can and, if you can manage, let a tiny smile hang around the corners of your mouth.

In all your interactions, look people in the eye, greet them and smile. You’ll see the other person transform in front of you.

BE EMPATHIC

Your confidence levels rise drastically when you successfully connect with people around you. For that you need to be empathic towards your family, friends and colleagues to begin with. Once you can deal and help other people with their emotions and problems, you immediately increase your influence with your circle of friends, acquaintances and colleagues.

LEARN TO CALM YOURSELF

This is probably the most important factor when it comes to confidence — being able to face every situation calmly. But this does not come naturally to everyone, which is why you need to train yourself.

Find activities that calm you — like taking a walk, listening to music, dancing, talking to your friends, reading, writing, gardening, cooking — any activity that makes you feel happy. Do it once or twice a week or month, depending on the time you have. Meditation techniques help too.

EMPOWER YOURSELF

Knowledge almost always boosts self-confidence. Empower yourself with knowledge — of your surroundings, of your job, of people, of the world around you. A good grasp of current events helps you strike up meaningful conversation and ensures that you’re not left out.

One of the simplest things to do is read the newspaper, talk to people and be aware and observant.

KEEP A SOUL KNICK-KNACK

A soul knick-knack can help you tide over those times when your confidence is tested. It could be your guru’s photo, a gift from a loved one, your lucky charm, or even a photograph of a loved one. This soul knick-knack needs to be something that can bring a smile to your face, specially during testing times.

FIND SOLUTIONS TO PROBLEMS

Do not procrastinate or run away from your problems. The sign of a confident person is that he or she takes the problem head on and finds a solution. If you don’t think you can handle it on your own, there is no shame in seeking help.

Talk about it with friends or colleagues, or write it down while listing out various solutions, pros and cons.

Railways plans linking Aadhaar with concessional ticket booking

Railways will hold discussion with UIDAI for linking Aadhaar number with booking of concessional tickets to prevent misuse of subsidy facility by unscrupulous elements. 

The Finance Ministry has asked various ministries including the Railways to identify areas where Aadhaar-based verification can be applied before doling out subsidies, a senior Railway Ministry official said. 

With the successful linking of Aadhaar cards with LPG service and passport service, the government has now shifted its focus on railway ticketing and booking. 

In railways, people in various categories including senior citizens, patients, eminent artists and sportspersons are eligible for availing concessional fare facilities. 

"We are exploring how to link the ticketing system with Aadhaar so that it can be verified before booking concessional tickets," said the official. 

He said railway is writing to Unique Identification Authority of India to know the details of Aadhaar-based system and how it can be linked with the passenger reservation system. 

CRIS, railways technology arm, will hold threadbare discussions with UIDAI to find out way forward for making it possible in the national transporter. 

However, he said though the Aadhaar-based booking system will prevent touts using fake names and IDs and the concessions will be availed by the genuine persons, it will slowdown the system. 

"Currently, we are booking about 15,000 tickets in a minute. Once the system is linked with Aadhaar, it will take some time to verify and as a result the ticket delivery process will be delayed," he added. 

He further said railways has its own verification system as before giving tickets and also on board checkings are being conducted by authorities concerned.

Bad News : Govt discontinues seven interest free advances for employees


Government has discontinued seven interest free advances, including those for purchase of bicycle and warm clothing, in pursuance of recommendations of the 7th Pay Commission. 

Finance Ministry said bicycle advance, festival advance and natural calamity advance have been abolished. 

Also, advance of pay on transfer, advance of leave salary, advance for law suits as well as for training in Hindi through correspondence course have been discontinued. 

All interest free advances stand discontinued with the exception of interest free advance for medical treatment, travelling allowance for family of deceased, travelling allowance on tour or transfer and leave travel concession (LTC), according to an office memorandum. 

"The interest bearing advances relating to motor car advance and motorcycle/scooter/moped advance will stand discontinued," the Expenditure Department said. 

However, government staffers will be entitled for advance to buy personal computer for up to Rs 50,000. This advance can be availed five times during the entire service period. 

The government has implemented a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016. 

The Pay Commission had recommended abolition of all interest free advances, except four -- advances for medical treatment, travel allowance on tour/transfer, travel for family of deceased employees and LTC.

Please refer to Railway Board’s letter of even number dated 01.10.2008 followed by subsequent letters regarding revised policy instructions / clarifications on Children Education Allowance admissible to Railway Servants, based on the recommendations of Sixth Central Pay Commission.

2. In terms of DOP&T’s recent OM No.A-27012/01/2015-Estt.(AL) dated 22.08.2016, it is clarified that E-Receipts produced by Railway employees as a proof of payment of fee, etc., may be treated as original and hence may be allowed for claiming reimbursement of Children Education Allowance. This is for guidance of all concerned.

How eMO alert shows in RICT Branch Post Office Device


Following image depicts how emo alert shows in RICT Brach Post Office hand held device.
As a pilot phase Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan. This move was the outcome of Rural ICT project declared by the Government of India.

Following re the important features or benefits of Hand-held device supplied to Branch Post Offices.



1. Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2. Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3. Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes

6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

Subject: Grant of advances – Seventh Pay Commission recommendations- Amendment to Rules 21(5) of Compendium of Rules on Advances to Government Servants.

The undersigned is directed to say that in pursuance of the decision taken by the Government on the Seventh Pay Commission’s recommendations relating to advances, the existing provisions of Compendium of Rules on Advances — 21(5) relating to Personal Computer Advance are amended as per the amendments attached.

2. These orders will take effect from the date of issue of this O.M. The cases where the advances have already been sanctioned need not be reopened.

3. The other interest bearing advances relating to Motor Car Advance and Motorcycle / Scooter / Moped Advance will stand discontinued.

4. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

5. All the Ministries/Departments are requested to bring the amendments to the notice of all its attached and subordinate offices for their information.
