Age limit :

  • For Sr.Manager :- Candidates Age Should be 26-35 years (Candidates should not born before 02-09-1981 as well not later than 01-09-1990 ,So both dates should be inclusive)
  • For Manager :- 23-35 years ( Candidates should not born before 02-09-1981 as well not later than 01-09-1993 ,So both dates should be inclusive) as on 01-09-2016.

            The Deepawali festival is an important festival spread all over the Country and Celebrated by and large.  The festival will start from 28th and continue up to 2nd November.
            As the festival is in the last dates of the month.  Mostly employees will not be having money to spend and to celebrate Deepawali festival.

Sub: Recommendations of Seventh CPC with regard to EDP Cadre.

The undersigned is directed to refer to para.7.7.22 of the report of 7th CPC in which it has been suggested to revisit the instructions issued by DoPT in the matter of cadre structure of EDP cadre.

2. In view of the above all Ministries/Departments are requested to furnish information on the following points:

I. Whether EDP cadre is existing, if yes, the hierarchy and the strength in each grade/level thereof;

II. Copy of the existing Recruitment Rules for all the levels.

III. Suggestions, if any, regarding the cadre re-structuring in the cadre.

IV. Comments on the recommendations of 7 th CPC.

Para 7.7.22 of 7th CPC Recommendations:

Electronic Data Processing (EDP) Staff
 

7.7.18 Government of India, over the last few decades, has gone in for computerisation in a big way. While some departments ventured ahead in the 1960s itself, by the 1980s the deployment was widespread. In the initial years the policy thrust was on creating “Management Information Systems (MIS)” and “Decision Support Systems (DSS)” for development, planning and responsive administration government. These have been the genesis of the present day e-Governance.

7.7.19 The entry pay of EDP staff is in the GP 2400 with minimum qualification of Class XII with science and maths. The hierarchy reaches up to the level of Director in the GP 8700.
Different levels in the hierarchy are filled through both promotion and direct recruitment (DR), with requirements of minimum qualification for DR going up to Bachelors’ and Masters’ in Computer Applications.

7.7.20 The Associations of EDP staff have demanded a full-fledged All India EDP Service cadre for Group `A’ posts along with subordinate service cadre on the lines of the Indian Economic Service and Indian Statistical Service, to maintain uniform grade structure and improve career advancement. They have demanded making NIC their nodal agency and Department of Information Technology their cadre controlling authority. A demand has also been made to implement the Modified Flexible Complementing Scheme (MFCS) for these employees.


Analysis and Recommendations
7.7.21 The Commission has noted that EDP staff are spread across several ministries. In 2014, DoPT has notified the Model Recruitment Rules for various EDP posts. This notification states that ministries/departments may review their extant RRs and modify these in accordance with the Model Recruitment Rules. The notified hierarchy is given below:

7.7.22 It is noted that there are five levels of Data Entry Operators in the model structure above. Over the years, with advancement in computing technology, data entry as a large-scale activity has considerably diminished. Further, this is an area where outsourcing is very common. The Commission therefore suggests that the DoPT may like to revisit its instructions and draw up a structure which is more in tune with the current technology. Regarding their pay, replacement pay levels are recommended for these employees.

Same day delivery of speed post, Express parcel and business parcel articles that are received from HUB for first delivery and 2nd delivery to be delivered on same day itself. This was introduced previously for 20 delivery post offices under Hyderabad city region now has been extended to further 50 offices w.e.f. 17.10.2016. And all 102 delivery offices under Hyderabad city region come under this programme shortly as said by the CPMG – Telangana circle Breg.Chandra sekhar while addressing the city Postmasters and other delivery staff on Same day delivery meeting held at C.O., Hyderabad today. 

Salient features:-
1. All received speed / BP /EP from HUB during morning hours i.e for first delivery should be delivered completely on same day. 

2. All the Speed/ BP/EP articles received for 2nd delivery should be delivered completely on same day. 

3. Articles of above type booked (up to 12.00 Hrs) in the office should be delivered on same day. 

4. The delivery performance should be >95 % 

5. The offices which delivery performance < 85 % will be watched.

6. D+0 should be 100%

7. Bulk addressee (those who receive more than 10 articles per day) should be identified and their address should be included at NSH level to improve delivery performance for such cases.
8. The delivery performance should be scrutinized by divisional office every day. 
The MNOP dash board analysis under various items: sorting hub reports, Intra circle hub reports, reports on e- commerce articles and Raw data for analysis has been explained. 

9. Out sourcing Agency (OSA) engaged: Outsourcing for pick up volume of mail, booking of mail and delivery of mail are to be utilized. The rates for their work has been fixed by circle office for each category wise. Where there is a scope for delivery of mail on same day due to heavy volume the OSA services are to be utilized as per divisional head orders.

10. NODEL DELIVERY :- Some offices under Hyderabad city region was identified for NODEL MAIL delivery offices. For example Sanjeevareddy Nager & SNIE offices 2nd delivery mail will be sent to Sanjeeva reddy nagar P.O. This office make arrangements for delivery of mail attached to same and other office. GPO- Hyderabad acts as Nodel Office for Putlibowli, Vijayanagar colony, GPO it self. The concept of Nodel delivery is to speed up the mail delivery performance.
