                      The Govt. of India had issued the orders for payment of enhanced bonus to all Central Govt. Employees on 29-10-2016.  The bonus calculation ceiling is raised from Rs.3,500/- to Rs.7,000/- from 01-04-2014.  Accordingly the bonus payment to all regular employees for the financial year 2014-15 and 2015-16 was paid with arrears at the enhanced rate of Rs.7,000/- in August 2016.  Unfortunately the Postal Board refused to issue enhanced bonus ceiling in respect of about three lakh Gramin Dak Sevaks working in the Department of Posts.  It referred the case to Gramin Dak Sevaks Committee for recommendations. 
                   The previous GDS Committee headed by Shri Nataraja Murthy had made a retrograde recommendation in its report.  As per that recommendation the productivity of GDS is only 50% of the regular employees and hence it recommended only 50% bonus paid to regular employees to GDS.  At that time the bonus calculation ceiling was Rs.3,500/-.  As per Nataraja Murthy Committee, the GDS are eligible for Rs.1,750/- calculation ceiling only.  Hence the Postal Board refused to extend the enhanced bonus ceiling of Rs.3,500/- for GDS.  Against this stand NFPE and AIPEU-GDS along with Postal Joint Council of Action including FNPO and NUGDS conducted series of agitational programmes including strike.  Postal JCA discussed the case with the then Minister of Communications also.  Finance Ministry rejected the case for enhancement of bonus to 3,500/- three times inspite of favourable recommendations from Minister, Communications. Finally, after prolonged struggle the Finance Ministry  approved the enhancement and orders for grant of bonus at the rate of Rs.3,500/- was issued for Gramin Dak Sevaks also. 
                   This time, the Chairman of the GDS Committee, Shri Kamalesh Chandra, took a different stand.  The Committee recommended the enhanced bonus of Rs.7,000/- to GDS also.  It stated that the overall revenue generated by GDS Post offices and the overall expenditure for running the GDS Post offices is almost equal.  The actual deficit on account of GDS is only 200 crores, whereas the total deficit of Postal department is more than 6000 crors.  That means the loss on account of GDS is very meagre when compared to the loss incurred for running the departmental post offices, RMS and Administrative Offices.  Hence, Shri Kamalesh Chandra Committee made a favourable recommendation to Postal Board to grant enhanced bonus to GDS at the rate of Rs.7,000/-.  Postal Board sent the file to Finance Ministry for approval.  The Finance Ministry after detailed study, gave approval and Department of Posts issued orders on 27-10-2016.
Role played by NFPE & AIPEU - GDS:
                   NFPE and AIPEU-GDS under the leadership of Com.R.N.Parashar, Secretary General, NFPE and Com. P.Panduranga Rao, General Secretary, AIPEU-GDS, gave call for agitational programmes along with FNPO & NUGDS, protesting against the discrimination shown towards GDS and demanding enhanced bonus calculation ceiling of Rs.7,000/- to GDS also for the financial year 2014-15 and 2015-16 also demanding payment of revised wages to all casual, part-time, contingent employees from 01-01-2006.  It conducted nationwide protest demonstrations and mass dharna in front of all Circle/Regional and Divisional Offices.  It declared indefinite hunger fast in front of Postal Directorate (Dak Bhavan, New Delhi) from 3rd November 2016 and two days strike on 9th &10th November, 2016.  Notice for the two days strike was served to the Secretary, Department of Posts on 20-10-2016.  Intensive campaign was undertaken throughout the country and the response from employees was overwhelming.
Departmental Employees and GDS unity is exhibited:
                   In 1984, first time in the history of Postal Trade Union movement the Postmen,Group D & EDAs Union (NFPE) under the leadership of late Com. Adinarayana, the legendary leader, gave a call for nation-wide one day strike on 19th September 1984 exclusively for one demand ie; the demand of the Extra Departmental employees.  Again after 32 years NFPE & AIPEU-GDS along with FNPO & NUGDS took a historic decision to go for two days nation- wide strike on 2016 November 9th & 10th, both by departmental employees and Gramin Dak Sevaks, exclusively for the demands of most down-trodden section of GDS and Casual Labourers.  No other demand of departmental employees was added to the charter of demands.  We proved that NFPE, AIPEU-GDS and Postal JCA always stood with the GDS and Casual Labourers and the departmental employees declared that GDS and Casual Labourers are our own family members and we will not tolerate any discrimination and shall go for  two days strike for GDS and Casual Labourers.  This is really an inspiring experience. 
Role of recognised GDS Union:
                   The recognised GDS Union of Shri S.S.Mahadevaiah, earlier used to declare that I will go for indefinite strike only as no purpose will be served by one day or two days strike.  He has written many write-ups and circulars earlier criticising NFPE & AIPEU-GDS for one day or two day’s strike.  The same leader, who earlier said that I don’t believe in one day or two days strike, this time was afraid of the NDA Government and decided to go for two days strike on 25th & 26th October 2016.  He has not made any campaign other than giving strike notice.  His list of new office bearers elected in the belated last  All India Conference was pending before the Directorate for approval. He was afraid of loosing recognition, if he goes on strike.  The Department of Posts has clearly informed him about the consequences of the strike.  After discussion with Department he surrendered and agreed to withdraw the strike and his strike call was withdrawn on 24-10-2016 itself, even before the approval of the Finance Ministry.  The leader who used to criticise others for deferring the strike earlier, has ran away from the battle field half way, fearing withdrawal of recognition.  Thus the real face of the recognised union leader was exposed before the entire postal employees.  NFPE has already reminded him earlier itself that- '' you can make fools some GDS for sometimes but cannot make fool all GDS for all time”.  Sri Mahadevaiah is afraid of facing membership verification also and is requesting  the department every time for extension.
NFPE, AIPEU-GDS and PJCA stand-
        Departmental held discussion with NFPE, AIPEU-GDS, FNPO& NUGDS.  They have also cautioned the leaders on the consequences of the strike.  But, unlike Shri Mahadevaiah who ran away from battle field fearing de-recognition NFPE, AIPEU-GDS and PJCA took a  bold stand and declared that we will not  withdraw the strike unless and until orders for payment of enhanced bonus is issued by Department and we are ready to face any victimisation.  It also demanded issuing of instructions regarding casual labourer wages.  Finally department issued GDS bonus orders on 27-10-2016.  It has already issued orders for payment of Casual Labour wages from 01-01-2006 and agreed to issue strict instructions to all Chief PMGs for implementation.
GDS Committee and role of NFPE & AIPEU-GDS
        Government has appointed a separate GDS committee under the Chairmanship  of Retired Postal Board Member Shri Kamlesh Chandra.  Our demand for inclusion of GDS also under the purview of 7th CPC was not accepted by the NDA Government  NFPE and AIPEU-GDS has submitted a detailed memorandum to GDS Committee.  A delegation of NFPE and AIPEU-GDS has met the Chairman, GDS Committee three times and tendered oral evidence.  Our main demand is grant of Civil Servant Status and grant of all benefits of departmental employees to GDS.  The GDS Committee has  informed that it will submit it’s  recommendations to Government in November 2016 .  If the recommendations are against the interest of the GDS, NFPE & AIPEU-GDS will definitely go for struggle including strike along with postal JCA. 
        The recognised GDS Union of Shri Mahadevaiah could  not settle any of the demands  of GDS during the last more than 15 years.  He don’t believe in the unity of GDS and departmental employees.  He is treating the departmental employees and their recognised federations ( NFPE & FNPO) as the enemy of GDS.  He is also against the united movement of Central Government Employees and Confederation of Central Government Employees and workers.
                   In the above circumstances it is the duty of every GDS employee to strengthen NFPE and APIEU-GDS.  It is proved that only a United Struggle of departmental employees and GDS can settle the genuine demands of GDS employees.  Realising this fact, all the GDS are requested to vote for AIPEU-GDS, by submitting the authorisation letters (declaration forms) in favour of AIPEU-GDS, which is an Associate Member of NFPE, in the coming membership verification. 
Role of Confederation and JCM (National Council) Staff Side:
                   The Confederation of Central Govt. Employees & Workers extended full support and solidarity to the strike call of NFPE, AIPEU-GDS and Postal JCA for enhancement of bonus ceiling to 7000 and called upon all other Central Govt. employees  (other than Postal employees) to conduct solidarity demonstrations on the days of the two day strike on 9th &10th November 2016.  The Confederation took initiative to raise the issue in the JCM (NC) Standing Committee meeting held on 25-10-2016 along with the JCM staff side.  The GDS Bonus issue was discussed in the JCM with Govt. and demanded immediate settlement. 
Congratulations and Salute to All:
                   No doubt, the GDS bonus ceiling enhancement is as great victory for NFPE, AIPEU-GDS and Postal JCA including FNPO and NUGDS.  The departmental employees and GDS who unitedly conducted the struggle till victory, deserves congratulations.  The unity of departmental employees and Gramin Dak Sevaks should be further strengthened and those who are trying to break the unity should be isolated.  Coming days are very crucial and may demands more united and militant struggles.  Let us once again declare that “Unity is for struggle and struggle for Unity”.

LANDMARK JUDGMENT BY SUPREME COURT FOR PAYMENT OF “EQUAL PAY FOR EQUAL WORK” TO THE DAILY WAGE EMPLOYEES, ADHOC APPOINTEES, EMPLOYEES APPOINTED ON CASUAL BASIS, CONTRACTUAL EMPLOYEES AND THE LIKE.

The Hon’ble Supreme Court in its Historical 102 pages Judgment in Civil Appeal No. 2013 of 2013 dated 26.10.2016 has directed that Temporary Employees, Adhoc Appointees, employees appointed on Casual basis, contractual employees and the like, if the concerned employees are rendering similar duties and responsibilities as were being discharged by regular employees holding the same/corresponding posts are entitled “for equal pay for equal work” such employees are entitled for draw wages at the minimum of the payscale extended to regular employees holding the same posts. We will be representing to the Govt. To implement this Judgment and issue a common order in this regard. Full judgement is reproduced below:

We solicit your kind reference to the discussions; the representatives of the Staff Side JCM had with you on 30th June 2016 in the wake of impending strike action that was to commence from 11th July 2016. Hon’ble Home Minister, Shri Rajnath Singh, your goodself, Hon’ble Minister for Railways, Shri Suresh Prabhakar Prabhu and Hon’ble MoSR, Shri Manoj Sinha, on having detailed deliberations with the Staff Side, had appreciated that, the Central Government employees were not generally happy with the decision taken by the Union Cabinet on 29th June 2016, while accepting the recommendations of the 7th CPC, particularly in the matter of Minimum Wage and Fitment Formula. After detailed discussions it was agreed by your goodself and other Hon’ble Ministers present in the meeting that, the government would address the grievances of the employees, whereupon the NJCA had decided to defer the “Indefinite Strike”. Accordingly, a committee was set-up to consider the demand of Revision of Minimum Wage and Fitment Formula with a mandate to finalize its report within four months.

We (Staff Side) interacted with the said committee, headed by Shri P.K. Das, Addl. Secretary (Expenditure), on 24.10.2016. It would be quite appropriate to bring to your kind notice that, we have felt, during the course of meeting, that, the proceedings of the committee are extremely disappointing and are left with the impression that, the committee is dilly-dallying the issue.

We are, therefore, left with no option, but to address this communication with the fervent hope that, your goodself will direct the said committee to interact with the Staff Side in a fruitful manner and arrive at a mutually agreeable proposal on the issues of Minimum Wage and Fitment Formula.

We have full trust and believe that, the government would honour the decision taken in the meeting held on 30.06.2016 in your benign presence, and suitable direction will be given to the committee to complete the assigned task within the stipulated timeframe in a satisfactory manner.

It would be the most unfortunate development, we regret to state, if we are constrained to tread the path of struggle once again in the event of the committee not coming up with a satisfactory settlement.

It has been brought to our notice by Circle unions that the CPMGs have issued orders to deliver the e-tail articles booked by e-Commerce Companies on every Sunday, religious holidays and on the day of festival also.


In this connection we would like to draw your kind attention towards the decision taken on this subject in the Department Council meeting of JCM and instructions were issued to all heads of Circles in this regard vide Directorate letter No. 16/56/2011-SR dated 8th July,2011 which were again reiterated vide No. 08/15/20111-SR dated 09.11.2012.

Further it is also brought to your kind notice that the same reply was given by Secretary Post to the Parliamentary Standing Committee vide Directorate No. 16/51/2011-SR dated 08/7/2011 through Lok Sabha Secretariat.

But now all these orders are being defied by the Heads of Circles.

We are not against the development of Department. But the employees should not be deprived from their legitimate rights of availing weekly off and religious and festival holidays.

It is therefore requested to kindly cause suitable instructions in this regard and on the day of Deepawali officials should not be ordered to perform this duty.

A positive action is highly solicited .

Solution for frequent disable of SBCO user IDs at every morning automatically in DOP Finacle


MIS report URL login depends on yesterday login status of the user in Finacle production.
If User failed to login in Finacle production consecutively for 7 days, user ID will be disabled automatically .


  • Similarly password will be expired after 15 days , in case password is not changed .
  • These are the security feature enabled in Finacle
  • MIS server DB refresh is being done on daily basis. Status of user is also getting refreshed in MIS Server based on Finacle production data. If the status of user ID is in disabled / locked / password expired in Finacle Production, the same same will be reflected in MIS server after MID DB refresh 
  • It is observed that some of the SBCO users are not logged in Finacle production consecutively for 7 days , but trying to login MIS report server.
As status of user is disabled in production after 7 days, the same is being reflected in MIS due to daily DB refresh activity and hence user unable to login MIS . 
For example, today if status of user is disabled in Finacle production, user ID status in MIS will also be changed to disabled after refresh of MIS DB which is being happened during every day night after DC closure.
That is why , even though status of user is enabled today in MIS , the same will be shown as disabled in MIS after MIS DB refresh in case the user is disabled in production . 
  • Suppose user is enabled in production today, the same will be automatically reflected in MIS server after tonight DB refresh, without making any changes in MIS server
  • So, please educate the users to login in production at least once in a week and change password within 15 days so that both Finacle production and MIS login issues may be avoided

BSNL plans to cut thousands of jobs next year

NEW DELHI: State-owned Bharat Sanchar Nigam Ltd will reduce its workforce by nearly 7% in 2017-18, from the employee-base of 2,09,996 in 2016-17.

BSNL expects total employees as on April 30, 2017, to be 1,96,162, the state-driven telco said in response to an application filed under the Right to Information Act, 2005.

The workforce phase out is part of employees attaining retirement age, which according to the service provider would eventually help in bringing it back into the black in the following year.

"Nearly 10% staff goes off the rolls every year as they achieve retirement. We are not filling up new positions and it could eventually help us in increasing operational profit," BSNL chairman Anupam Shrivastava had earlier told ET. Backed by steady reduction in staff costs, land monetization scheme, tower and spectrum assets sharing, the PSU aims to turn into a profit-making business by 2018-19, according to the top executive.

The VRS (voluntary retirement scheme) proposal aimed at bringing down headcount is however on hold, according to Shrivastava.

Of the 22 telecom circles, Andhra Pradesh has the highest number of 22,000 PSU employees.

BSNL, when compared to private sector competitors, has a mammoth outgo of more than 50% of its annual revenue towards meeting salary expenses of its staff. In 2015-16, the telecom company spent nearly Rs 15,000 crore in salary disbursements.

Rival companies including Sunil Mittal's Bharti Airtel, Aditya Birla group's Idea Cellular and UK-based Vodafone India unit spend a mere 5% to 6% on staff salaries.

Market leader Bharti Airtel has around 20,000 employees across India while the country's second-largest telco Vodafone India has an employee base of little over 13,000.

BSNL posted an Rs 8,234 crore loss in 2014-15, highest among all public-sector companies for that year, followed by Air India's Rs 5,860 crore loss.

11. I am unable to complete the Application. It comes out and gives message. 
You are either “Not Eligible to Apply according to criteria in notification” or “the inputs are not filled properly”. Please read the message carefully & Retry the Registration. For more help please click on the “Support” tab and fill the form for a resolution. 

12. What to do if photograph and signature are not getting uploaded? 
Please check the size of photograph (10 to 50 KB) and signature (10 to 20 KB) and format of files must be JPG or JPEG.

No, the photograph and signature are to be uploaded at the time of registration only. 

14. I have printed the Challan. Where do I deposit the FEE and by when it can be deposited?

15. After payment of Fee at Post Office, how do I update my payment information?
Click Login in the website and input the fields, as required. With reference to the Payment receipt issued by the Post Office, You are required to update the following:

2. Date of Payment
3. Name of Post Office, where payment made 
4. Amount paid 

16. If the print out of the payment challan could not be taken after registration, can it be taken out at a later date? 
Yes. The print out of the payment challan can be taken at a later date on “Login” and input the fields , as required. This option will be available only till the date mentioned in the notification. 

17. Whether the registration number can be viewed again if the same has not been noted down at the time of submission of application. 
Yes. The same can be retrieved from the email & SMS sent to you at the time of Registration. 

18. Whether educational / community certificates are required to be attached along with registration? 
No. Supported certificates are not required to be attached along with registration. These certificates will be verified for the selected candidates after the declaration of result. 

19. Whether a candidate can register again if he has given any wrong information previously? 
No. Once submitted, no changes can be made at any stage. 

20. What is FEE to be paid? 
Please refer to Notification. Payable Amount is either Rs. 100/- or Rs. 500/- and is printed on the FEE Challan. 

21. Will Admit Card in hardcopy be sent to me by post? 
No. Only softcopy of Admit Card should be downloaded from the website using Registration number and input the fields, as required. Please visit the website regularly for updates. 

22. What is the model of written examination? Please give some selective book.? 
Written paper will consist of multiple choice objective type questions and will be OMR based. No specific book is recommended. Kindly refer to Pattern and syllabus for the examination in Notification. 

23. What is the syllabus?

24. What should I do if there is lot of delay in accessing the page? 
  • Speed for Registration of On-Line Application on Internet, is based on various factors like Internet Speed, large number of candidates trying to register the application at the same time etc. Therefore if you are not able to get the pages for registration immediately, please retry after a gap of 15 minutes or during off-peak hours during the night. 

25. How do I know that my application is registered? 
Successful Registration is indicated by the Page displayed after clicking the Submit Button indicating the generated "REGISTRATION NO." The same will be sent through an email to email ID & SMS to mobile number of the candidate given in the application. 

26. I did not receive the email intimation for registration of my application? 
"REGISTRATION NO." is sent by auto-response confirmation emails. Delivery of these emails purely depends upon the correctness of E-Mail ID provided, Policy of your E-Mail Service Provider to accept and Divert such emails under Bulk or Spam Mails or bounce back such mails without accepting it due to heavy number of emails generated by our Applications. In case of Govt./official /company Email Ids, delivery is controlled by your Company Policies.
