Minimum wage and multiplication factor : Unions started "Strike" drama again
It has been crystal clear that Govt. is not at all considering enhancement of multiplication factor or minimum wages, the existence of the national leaders of union is surely at stake. Employees with lowest increase in the pay commission effect ever were in the mood of agitation and spontaneously welcomed the decision of indefinite strike. But they watched with disbelief that their own leaders were much more active to withdraw the strike than the Govt. Leaders claimed that Govt. assured them to form a high level committee to consider their demands but later on the FM categorically denied any such possibility. Employees have no trust upon their leaders and they hardly believe any such commitment was actually made by Govt.
To regain faith or keep their office of profit intact, the leaders once again started the hype of agitation, details of which is given below.

Mass dharna at all state capitals/important centres.
3RD PHASE – 15TH DECEMBER 2016 – THURSDAY
Massive Parliament March of not less than 20000 Central Government employees.
4TH PHASE – STRIKE JOINTLY WITH ALL LIKE MINDED ORGANISATIONS
Date will be decided in consultation with other organisations."

7th Pay Commission: Achhe Din for government employees, Centre likely to hike Dearness Allowance by 2 per cent before Dussehra
Union Finance Minister Arun Jaitley will move the proposal of hike in DA on the basis of accepted formula for calculation under the 7th Pay Commission recommendation.
In a good news for 10 million central government employees, Narendra Modi government is likely to hike dearness allowance (DA) by 2 per cent ahead of the Dusshera festival. Union Finance Minister Arun Jaitley will move the proposal of hike in DA on the basis of accepted formula for calculation under the 7th Pay Commission recommendation, while the Union Cabinet is expected to clear the proposal of hike in DA in the next meeting. The 7th Pay Commission recommended the merging of 125 percent dearness allowance into the basic pay.
The Central government is likely to hike dearness allowance (DA) by 2 per cent, based on the data of the Consumer Price Index- Industrial Workers ( CPI-IW). Average rate of Consumer Price Index-Industrial Labour from July 2015 to June, 2016 was 2.90 per cent. Thus, the Centre will increase dearness allowance by two as per accepted formula for calculation, a Finance Ministry official working on the implementation of the 7th Pay Commission recommendations was quoted as saying by the Sen Times.
Unlike the 6th Pay commission, which had recommended the basic pay based on the Consumer Price Index 115.76 in January 2006, 7th Pay commission recommended new pay matrix, based on the Consumer Price Index 261.42. The government will use the data of CPI-IW from July 1, 2015 to June 30, 2016. The CPI (IW) of the months July, August, September, October, November, December, January, February, March, April, May and June were 263, 264, 266, 269, 270, 269, 269, 267, 268, 271, 275 and 277 respectively.
The Centre revised DA twice in a year on the basis of one year average of retail inflation for industrial workers as per the accepted formula. Last times, the government had increased DA by 6 percentage points from 119 to 125. The new rate of DA will be implemented from July 1, 2016. The cabinet approved the 7th Pay Commission’s recommendations for central government employees on July 29, which will impact some 47 lakh central government employees and 53 lakh pensioners.
The 7th Pay Commission notification confirmed that central government employees will get 14.27 per cent hike in basic pay at junior levels, which is the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000. The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances. However no final decision has been taken on the allowances by the government. The allowances had been a major bone of contention amongst majority of the central government employees.

CADRE RESTRUCTURING & POSTMASTER CADRE
Several doubts have been raised by Postmaster Comrades on the status of Postmaster cadre after cadre review of the existing Post Offices..
The aim of Cadre Review of Post offices
1. To ensure higher responsibilities for higher pay .
2. To ensure faster promotion avenues than waiting for MACPs
3. To ensure sufficient Assistants are identified and Posted in POs
4. To ensure that right person to be engaged in right post and time.
5. To avoid Deputations to Post carrying less responsibilities but paid more
Postmaster Cadre
1. Cadre is newly created in 2011
2. Need to complete 5 years for cadre review .
3. Cadre review will be different from the Group C cadre review.
4. Cadre is not for the Post , it is identified for management of selected offices like LSG and Above which require special management skills
Whether Cadre review can be done for the present Grade I , II and III post offices..
1. NO . Cadre review is not applicable for Present Grade I , II and III post offices..
2. When Post offices less that the Grade I , II and III are being upgraded to next level, the same is to be followed to grade I , II and III .
3. This will apply automatically after cadre review of the other POs..
Then why Cadre review required for POSTMASTER CADRE
1. Every cadre needs to be reviewed every 5 years for additions , upgradation and other development in the cadre.
2. Since 5 years have been completed in Grade I , II,III , proposal for cadre review has been placed to DOPT. along with the implementation of Group C cadre review..
Whether there would be a necessity for grade I officials to take up posts like single, double and triple handed Post offices and leaving the present Grade I Post for Upgradation to Grade II level..
1. May be..............There are wider chances that if the Present Post of Grade I in the Present carved out LSG offices are placed in 4200/- at par with HSG II ( 4200/-) , then if the proposal for placing the Grade I officials at 4200/- is being rejected..
2. May not be....... There is wider chances that if the present Post of Grade I in the Present carved out LSG offices are placed in 4200/- at par with HSG II (4200/-), then if the Proposal for placing the offices at 4200/- is being accepted in line with the cadre review of Group C.
What if Postmaster cadre officials take up lesser offices than the present identified offices with the same grade pay structure...
1. The Department wanted to carve out suitable and efficient officials from the department for special training and placement in Identified Post to manage the Post Offices in a better way..
2. The Department succeeding in the first level in creating and polishing the cadre..
3. It was unfortunate that the Head of Department retired from service within short period without providing the future path way for the Post.
4. Officers joined latter have to drag the same until now without any enrichment ideas.
5. Now the Department is being considering for immediate cadre review of the Postmaster Cadre so that it can be placed in line with the other existing cadres in the department.
6. If the Department fails to review the Postmaster cadre , then the existing officials have to take up the newly identified posts after cadre review of the Group C post and offices,
7. At present the Officials are provided with lesser grade pay but are being forced to work in offices with very high and heavy responsibilities..
8. It would be quiet natural that the present official would expect higher pay for higher responsibilities..
9. when the officials are reallocated to different offices where there is lesser work and responsibilities and brought to the existing same offices with high pay , the recession would be solved .
10. But the Department would plan to bring the present Grade I offices and Posts to 4200/- a step higher than the present LSG Grade Pay
BECAUSE..
" IF POSTMASTER GRADE I IS NOT PLACED AT 4200/- THEN THERE WILL BE NO PARTICIPANTS FOR THE FORTHCOMING POSTMASTER GRADE I EXAMINATION "
" WHY SHOULD WE TRY TO GET 2800/- WHEN IT AUTOMATICALLY COMES AT 8 TO 10 YEARS OF SERVICE AFTER CADRE REVIEW
"WHEN THE IP POSTS ARE PLACED AT 4600/- IT WILL BE QUIET STUPID TO WRITE POSTMASTER GRADE I EXAM FOR PLACEMENT IN 2800/- AND EVEN CANNOT TAKE UP IP EXAM AFTER ENTERING INTO THE POSTMASTER CADRE "
Hence it is quiet natural that the existing officials would be sitting with much higher expectations . NFPE and other associations have taken up different issues in this regard . But we shall wait for the Department for implementation of Cadre review for Group C and see what happens to the Grade I , II and III offices already identified..
Finally , the Department is also planning to identify Postmaster Cadre for POST OFFICE PAYMENT BANK.. sources say that the present officers of grade I , II, III will need to lead the POPB at urban / rural levels co-ordinating the other branches.
They may also be placed at Branch Managers for POPB with additional pay benefits , since the present Grade I , II , III offices does not come under Cadre review ..

The meeting with Federations / Unions called by GDS Committee w.r.t lr Dated 22-09-2016, NFPE has to participate on 30-09-2016.
The date fixed earlier as 30-09-2016 for NFPE is postponed on request to 07-10-2016 and the Secretary General, NFPE and Representatives of AIPEU-GDS are attending on 07-10-2016 to discuss on GDS issues & post approval of the recommendations of the 7th Central Pay Commission as notified by the GDS Committee.
Instructions on Account Opening in DOP Finacle in connection with Change of Interest Rate w.e.f 01/10/2016
Dear CPC Teams,
Kindly note that interest rates have been revised with effect from 01-Oct-2016.
Please instruct all the SOLs to compare the maturity date in General tab with the maturity date in Flow tab and the maturity & interest flow values, at the time of opening accounts in CMISAOP, CMISAOPM, CSCAOP, CSCAOPM menus carefully before clicking on submit. This should be strictly followed if the user had visited the flow tab once and later modifies the value date or deposit amount.
We had earlier seen cases (during previous interest rate changes) that if the deposit amount or value-date of account opening fields are modified after visiting flow tab, the interest flow and maturity date/value do not get regenerated in some cases. If there is any such mismatch in maturity date/amount, the user can exit the account opening menu without clicking submit. This will help the SOLs in avoiding accounts getting opened with wrong maturity date or wrong interest flow.
