NOTICE
Sir,
In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks (NFPE) will go on 1 Day  Strike on 16th March,2017.
The Charter of Demands is enclosed herewith.


 CHARTER OF DEMANDS                PART-A
1.  Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2.  Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).
3.  Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.   Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.
5.  Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.
6.  No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
7.  Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8.  Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
9.   Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.  Grant five promotions in the service carreer to all Central Govt. employees.
12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.
14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.  Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.  Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17.  Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.
18.  Revision of wages of Central Government employees in every five years.
19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.
21. Implementation of the “equal pay for equal work” judgement of the Supreme Court in all departments of the Central Government.
                  CHARTER OF DEMANDS                      PART-B
1.    Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2.    Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.  
3.    Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis./Publish GDS Committee  Report.
4.    Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.
5.    Fill up all vacant posts in all cadres including promotional posts and GDS.
6.    Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.
7.    Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC for Postman Cadre.
8.    Settle problems arisen out of implementation of CSI and CBS.
9.    Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.Change of RRs of Postmen/MTS.
10.  Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..
11.  Grant of S D.A. & HCA to the Assam & NE & remove discrimination..
12. Problems arisen out of demonetization Scheme and grant additional remuneration of full       day salary for Sunday/Holiday and hourly rate for extended duty hours. Provide proper infrastructure including fake currency detector and counting machines. Not to direct the officials to make good the loss where fake currency machines are not provided.
13 Stop Sunday/Holiday working completely.
14. Discussion on     Memorandum of AIPSBCOEA.
15. All COs/ROs & DPLI office Kolkata may be  allowed  to function CPCs.
16. Finalization of Recruitment Rules of AAO Cadre in Postal Accounts and review of result for SC/ST -2012 Exam.
17. Repairing and Maintenance of Departmental Buildings.
18.Payment of revised  wages to the GDS/ Casual Labourers  substitutes  who are working on the  posts of Postmen, Mail guard, MTS etc,
19. Stop Trade Union victimization.
20. Declaration of Result of LGO & other LDCEs in remaining Circles.

Dear Comrades,
            As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to  MARCH 16th 2017 THURSDAY.

            As 13th March is holiday for Holi in North India and the celebrations are to continue on 14th also, the strike date is fixed as 16th March. There is no change in the 10th January Mass Dharna Programme.

            All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th ,  showing  reasons as mentioned above ,  WITHOUT FAIL.
            Those organisations who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

            Regarding already announced campaign programme of National Secretariat members , if necessary , dates may be rescheduled by the National Secretariat members in consultation with the concerned C-O-Cs.

            General Secretaries of C-O-Cs are also requested to contact IMMEDIATELY, the concerned National Secretariat members and finalise the date of campaign programme. Intensive campaign should be conducted by all C-O-Cs and Affiliated Organisations in all States, especially in those states where elections are declared, so that employees and general public will become aware of the totally negative attitude of the Central Government towards the legitimate demands of the Central Government Employees and Pensioners.

            The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.

Sub: Amendment in RRs for revising the upper age limit as 30 years for the recruitment made under Combined Graduate Level Examination conducted by SSC for the post carrying Grade Pay of Rs. 4200, 4600 & 4800/-.
            The undersigned is directed to refer to this Department’s O.M. of even number dated 31st May, 2016 issued in pursuance of meeting in DoPT on the issue cited in subject above. All the participant Ministries/Departments were requested to send a proposal for amendment of the Recruitment Rules for the posts having Grade Pay of Rs. 4200/-, 4600/- and 4800/- which are part of CGLE so as to revise the upper age limit as 30 years, in consonance with the guidelines on framing/amendment of Recruitment Rules dated 31.12.2010.
2.         Further, DoPT vide OM dated 14.09.2016 requested all participating Ministries / Departments to convey the status for amendment of the RRs of the posts carrying Grade Pay Rs. 4200, 4600 & 4800/- and to furnish a copy of the notification of the Recruitment Rules.
3.         A statement containing the details of the posts for which recruitment rules are required to be amended is enclosed. The cadre controlling authorities of respective Ministries/Departments are requested to inform this Department about the current status of amendment. A copy of the notification issued for amendment in RRs may be sent to this Department latest by 10.01.2017.

Why IPPB Gets More Demand than other Payment Banks

India Post Payments Bank (IPPB) is yet to start operations, but, already, it is the hottest game in town.
Banks, insurance firms and asset management companies are approaching it with offers of equity partnerships, joint ventures or other mutually beneficial arrangements.
That shouldn’t surprise anyone.
India Post, which will run IPPB, has a network of more than 150,000 branches, of which almost 140,000 are in India’s rural hinterland. That gives the payments bank access to a network that is almost unrivalled in its reach.
In total, 50 companies including Barclays Bank, Deutsche Bank, Citibank and several state-owned banks have sent proposals to the department of posts for a partnership. The International Finance Corporation, part of the World Bank Group, has offered to be an equity partner. Money transfer company UAE Exchange is ready to open vostro (in which the Indian bank will manage a local account corresponding to one held in a foreign bank) accounts for rupee currency, targeting Indians living in West Asia.
Like other payments banks, IPPB will target financially excluded customers such as migrant workers, low-income households and tiny businesses. It will not lend money and, as a result, will be shielded from the risks that conventional banks are exposed to. And it will have a huge offline presence to complement its online one, for which the department of posts has already identified a core banking solution (the software that runs banks).
The department of posts was among the 11 entities that got an in-principle approval from the Reserve Bank of India (RBI) to start a payments bank. Three entities have surrendered their licence after they discovered the business is characterized by high volumes and low profit margins. For India Post, though, the business will be a natural extension.


India Post already accepts money from customers as part of its post office bank accounts and long-term deposit schemes such as National Savings Certificate. Its money order service is widely used by migrant workers to remit money back home.
It will also not have to gain trust of customers like its competitors, especially in the rural areas, as the local postman is still an integral part of the day-to-day lives of the rural populace.
The Union cabinet approved a proposal to set up IPPB with a corpus of Rs.800 crore. Communications and information technology minister Ravi Shankar Prasad said IPPB has plans to open 650 branches and will be operational by September 2017.
“IPPB will be a game changer for rural and suburban India. We had initially planned to roll out operations in three years. But the Prime Minister has given us a challenge to start operation in a year’s time. All grameen dak sevaks in rural post offices will be given hand-held devices by March 2017 and by September 2017, all 650 branches of postal payments bank will become operational,” Prasad said.
The payments bank will begin with Rs.400 crore equity capital and Rs.400 crore as grant from the government. IPPB plans to set up 5,000 automated teller machines as well, he added.
N.C. Saxena, former secretary of the erstwhile Planning Commission, said that financial institutions are sensing the potential that IPPB has in terms of its connectivity and reach.
“In today’s digital era, telegrams and post cards are no longer used. But India Post has a vast infrastructure already in place and a very good rural network. Besides the 1.5 lakh post offices, they also have a network of temporary post offices—basically one-person post offices—that take care of the last-mile connectivity in rural areas,” he said, adding that financial institutions both in the private and public space cannot hope for a partner with a better reach in rural areas.
“But the post office payment bank will have to quickly move to an online platform to make it easier for customers to access their accounts and conduct transactions,” Saxena said.

HOLI being on March 13th and celebrations in North India will continue on 14th also, Strike date is fixed as 16th (sixteenth) March 2017. There is no change in 10th January Program
