PENSIONER'S OPTION - 1 MERCILESSLY REJECTED.

        It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number - 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead it has recommended  extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider "subject to feasibility" is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

OFFICE MEMORANDUM

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendation of the Seventh Central Pay Commission.

            The undersigned is directed to refer to this Ministry’s ‘OM No. S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were issued revising the rates of monthly subscription for availing CGHS facility, as also the entitlement for free diet, entitlement of accommodation in private empanelled hospitals under CGHS, etc.

2.         Consequent upon revision of pay on the basis of the implementation of the recommendations of the 7th Central Pay Commission, it has been decided to revise the rates of subscriptions, to be made by employees/ pensioners, for availing benefits under the CGHS, with effect from 1st January 2017. It has also been decided to revise the monetary ceiling limits for various entitlements of the beneficiaries for availing CGHS facilities.

3.         In supersession of all earlier instructions, the following revisions are being made, is so far as it relates to the facilities mentioned below:

Make Pensioners part of nation building process, says Minister
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on June 27, 2016.
During the meeting, Dr. Jitendra Singh said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister said that there are about 50-55 lakh pensioners in the country and almost 88 percent of pension accounts have been seeded to Aadhaar. He further said that minimum pension has been increased to Rs. 9000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.
Dr. Jitendra Singh said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.
In the meeting, discussions were held on the action taken report of the 28th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.
The Secretary, DoP&PW, Shri C. Viswanath and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.





  • Tamil Nadu urges Centre to issue memorial coin, postal stamp on MGR on 17-1-2017




    The Tamil Nadu government has urged the Centre to issue a commemorative coin and a special postal stamp on the birth centenary of former Chief Minister M G Ramachandran, saying it would be a “fitting tribute” to the Bharat Ratna recipient on the occasion.
    Chief Minister O. Panneerselvam, in a letter to Prime Minister Narendra Modi, hailed the AIADMK founder as an “inspirational figure” who is remembered for his “magnanimity, generosity, commanding leadership and determination to fight for the legitimate rights of the States”.
    “On the occasion of Puratchi Thalaivar [revolutionary leader] Dr. MGR’s birth centenary, it would be a fitting tribute to a great leader, an inspiring icon, who is eternally embedded in the hearts of the people of Tamil Nadu, to issue a commemorative coin and a special postal stamp,” he said.
    The letter, written on Thursday, was released by the State government on Friday. The Chief Minister said that issuance of a coin and a special postal stamp would be welcomed and greatly appreciated by all sections of people in Tamil Nadu, elsewhere in the country and across the globe.
    “I would be grateful if an expeditious decision is taken and a announcement of the issue of a commemorative coin and a special postal stamp could be made to coincide with the commencement of the birth centenary celebrations” of Ramachandran on January 17, 2017, he said.
    Mr. Panneerselvam told Mr. Modi that he has directed the Chief Secretary Girija Vaidyanathan to immediately send required details as per the Centre’s guidelines for issuance of commemorative coin and special postal stamp.
    He said Ramachandran was “one of the most illustrious, charismatic and popular Chief Ministers of the State,” remembered for having launched several innovative welfare programmes which, Mr. Panneerselvam said, “have become model schemes implemented throughout the country.”
    ''Ramachandran laid the foundation for the rapid socio-economic growth of Tamil Nadu in the last three decades. The Government of India honoured Puratchi Thalaivar Dr MGR with the highest civilian honour, the Bharat Ratna, for his unparalleled public service,” he said.

    Child care leave to be applied for in advance: High Court

    The Punjab and Haryana High Court has made it clear that child care leave has to be applied for in advance by a woman employee working with the Haryana Government.
    Justice Rajiv Narain Raina of the High Court has also made it clear that it can be availed after the go-ahead by the authorities concerned. The permission for child care leave cannot be granted ex post facto (with retrospective force).
    The development is significant as Haryana Government rules make it clear that child care leave is admissible to a woman government employee for a maximum period of two years or 730 days during her entire service for taking care of her surviving children.
    It is permissible only for the first two children of the government employee. Their age has to be below 18 years for the mother to avail the leave.

     

    The ruling by Justice Raina came on a petition by Shashi Bala against the state and other respondents. A government employee, she moved the High Court after the department concerned refused to grant ex post facto permission for child care leave.
    Taking up her petition, Justice Raina asserted that by the very nature of things, child care leave has to be applied for in advance and due permission needs to be accorded. The right was valuable, because a woman employee would get full salary for the period of child care leave.
    “It cannot be applied for to act retrospectively and therefore, there is nothing wrong in the department holding that ex post facto permission cannot be granted,” Justice Raina asserted.
    Before parting with the order, Justice Raina observed that the first request in the case in hand was made on April 6, 2011, for granting backdated child care leave with effect from November 30, 2010, to March 30, 2011. Dismissing the plea, Justice Raina added that there was no merit therein.
    Haryana Government rules suggest that child care leave cannot be demanded as a matter of right and no one can, under any circumstances, proceed on child care leave without prior proper sanction by the competent authority.
    Child care leave is also admissible during the probation period, provided the probation period is extended by the period of child care leave availed. Besides this, the leave may not be availed for a period of less than 30 days.

    By the very nature of things, Child Care Leave has to be applied for in advance and due permission accorded. The right is valuable because female employee gets full salary for the period of Child Care Leave. Child Care Leave cannot be applied for to act retrospectively and therefore, there is nothing wrong in the Department holding that ex post facto permission cannot be granted. In this case first request was made on 6.4.2011 for granting backdated Child Care Leave w.e.f 30.11.2010 to 30.3.2011.

    Select post offices to use PoS machines soon


    In keeping with the times, the Department of Posts too will soon use PoS machines for cash transactions in select post offices across the State.
    As of now, the Centre has sanctioned about 1,000 PoS machines to be distributed for post offices across the country. Of this, nearly 120 PoS machines for processing credit and debit cards payments will be provided to post offices across the State during first phase.
    Several counter transactions, including booking of registered parcels, money orders and speed posts, are being carried out through cash. Last year, post offices made nearly 12,000 instant money order transactions in Tamil Nadu circle.

     

     

    While States, including Gujarat and Kerala, are expected to begin using PoS machines in mid-January, measures are being taken to deliver equipment to other places. Officials of the postal department said that initially four post offices — Anna Road head office and General Post office, Rajaji Salai, Chennai and one each in Madurai and Tiruchi region — would be provided with PoS machines as a pilot project.
    Postal customers welcomed the move as it would ease the burden of carrying cash after the demonetisation scheme.
    Many customers like R. Meenakshi, a resident of Thiruvanmiyur, said booking parcels at post offices is often difficult as she has to pay cash.
    “I sometimes even spend Rs.8,000 to send parcels abroad. If post offices can have swipe machines, I don’t have to wait at ATMs to withdraw cash,” she said.
    The department has partnered with State Bank of India for operation of PoS machines. Customers who have postal saving banks accounts can also recharge and use SBI buddy, a mobile wallet application soon.

    Airtel rolls out payments bank, to invest Rs 3,000 crore

    Finance Minister Arun Jaitley today inaugurated Airtel Payments Bank of Bharti Enterprises, which is being rolled out across the country with an investment of Rs 3,000 crore. 
    "As more and more telecom companies enter into the fray, I think we will hopefully, see competition not only amongst telecom companies which we read a lot about these days, but probably see a competition between conventional and new mode of banking," Jaitley said at the launch. 
    Bharti Enterprises Chairman Sunil Bharti Mittal said that just as mobile telephony leapfrogged traditional telecom networks to take affordable telecom services deep into the country, Airtel Payments Bank aims to take digital banking services to the unbanked over their mobile phones in a quick and efficient manner. 
       
    "With Airtel Payments Bank, we are starting another important chapter in our journey, with the potential to truly transform lives and contribute to financial inclusion in the country," Mittal said. 
    Airtel first started its payments bank pilot in Rajasthan across 10,000 retail outlets on November 23, 2016, and later rolled out pilot services in Karnataka, Andhra Pradesh and Telangana. 
    Mittal added that Bharti holds 80 per cent stake in the payments bank, while the rest is held by Kotak Mahindra Bank. 
    "We have invested around Rs 1,000 crore. We are looking at total investment of Rs 3,000 crore over a period of time. We will look at getting some more equity partners but there is no immediate plan as of now," Mittal said. 
    He also said that Bharti retail outlets will be used as touch points for the payments bank and within Airtel, a target has been set to convert 100 million of the 270 million customers to Airtel bank account. 
    Mobile numbers of Airtel customers opening account in the payments bank will become their account number. 
    "We have been running pilot across four states and after demonetisation, response has been heartening," Mittal said. 
    Airtel Payments Bank Managing Director and CEO Shashi Arora said that the bank will look at reaching out to customers across 6 lakh retail outlets in a year. 
    "We are starting operations with 2.5 lakh outlets," Arora said. 
    The payments bank will offer interest of 7.25 per cent per annum to attract customers. 
    Customers having Airtel payment bank account will be able to transfer money to any bank or mobile wallet. 
    "There will be no charge on money transferred between Airtel to Airtel account," Arora said. 
    He also said that people can open their Airtel Bank account in just three minutes with help of Aadhaar. 
    "There will be no need to submit paper documents. People only need to share their Aadhaar number for customer verification. We are also taking PAN number which in the back-end gets validated from NSDL," Arora said.

    Barclays Lenton got the first Tie-up with India Post Payments Bank (IPPB)

     

    MUMBAI: British lender Barclays today became the first bank to have a national tie-up with the India Post which runs over 1,55,000 post offices across the country.
    Others like Deutsche Bank, Citi, HSBC, StanC and many other domestic banks are also waiting for such a tie-up with the postal department which recently secured a payments bank licence.
    The tie-up with India Post allows Barclays to extend its services across the 1,55,000 post offices across the nook and cranny of the country.
    "This tie-up seeks to deepen our relationship with India Post and significantly enhances our capability to service the needs of customers who require remote area cash management and related banking services," Pushkaraj Gumaste, managing director and head of client coverage, corporate and investment banking, at Barclays India told PTI. 
    He further said the tie-up allows the bank to access to parts of the country that its existing branch network doesn't cover.
    Barclays has an already existing tie-up across Maharashtra, Kerala, Karnataka and Gujarat allowing access to 40,000 post offices in these states, the bank said in a statement today.
    The India Post Payments Bank is set to launch soon and combined with the India Post network, offers a compelling proposition by way of an integrated branch network.
    The tie-up gives Barclays access to a large network of collection points and strengthens its cash management proposition for customers who require remote area collection services in semi-urban and rural areas such as finance companies for EMI collections, premium collections for insurers and FMCG companies and consumer goods companies for dealer collections.
