Postal Pensioners Programme of Action on Common and Sectional Demands of Pensioners!

AIPRPA CWC RESOLVES TO HOLD ITS NATIONWIDE PROGRAMME OF ACTION ON THE CHARTER OF DEMANDS OF PENSIONERS 
Both Common & Postal Sectional!



The CWC of AIPRPA held at Chennai has resolved to organise a nationwide Programme of Action by the Postal & RMS Pensioners to highlight the important issues of Pensioners as well as peculiar major issues of Postal Pensioners before the Central Government. The Charter of Demands and the Programme of Action finalized by the Central Working Committee is as follows:
Postal Pensioners Sectional Charter
 AIPRPA shall undertake an All India Programme of Action to highlight the basic common issues of Pensioners and important sectional issues of Postal Pensioners viz.,
(a)    Grant of Universal pension of minimum 3000/- to all Senior Citizens of India irrespective of the fact that they had worked in private sector or unorganized sectors as being demanded by the Central TUs.
(b)   Scrap NPS to all CG Employees recruited from 1.1.2004 and bring them all under Defined Pension Scheme.
(c)    Grant of Full Parity in Pension between the past, present and future pensioners akin to OROP granted to Pensioners of Armed Forces.
(d)   Accept the recommendation of Option Number 1 given by the 7th CPC for pension Refixation by notionally adding the number of increments earned by the pensioner in the pre-revised scale of pay from which he/she had retired as the same is feasible by records either directly or by reconstruction.
(e)   Correct the recommendation by changing the “nearest level” to “next level” in fixing the stages after each annual increment in the Pay Matrix for the employees (like 6th CPC formula) and Link the pension re-fixation under Option Number 2 with the Matrix to the next level on par with the employees.
(f)     Grant of Refixation of Pension on the basis of the scale of pay of the cadre / post from which the Pre-2016 Pensioners had retired instead of only on the basis of the replacement scales to end the injustice being done to the retirees belonging to the cadres of Postman, IPOs, ASPOs etc in the Department of Posts.
(g)    Ending the injustice perpetrated to HSG-1 Pre-2006 Pensioners by granting the benefit of 4600 GP as granted to serving employees from 1.1.2006 by accepting that the scale is only a replacement scale in the backdrop of feeder cadre is allotted the 4200 GP scale by 6th CPC.
(h)    Issue of orders as agreed by the Department and also as ordered by the Supreme Court for the grant of pension re-fixation for all Post-1.1.1996 Pensioners of Postman cadre with two advance increments.
(i)      Grant of minimum pension by delinking the condition of 33 years of qualifying service to compulsorily retired employees also w.e.f 1.1.2006 as envisaged by the original orders of the Department of Pension & Pensioners Welfare.
(j)     Enhance the Fixed Medical Allowance to 2000/- per month.
(k)    Accept and implement the positive recommendations of 7th CPC without delay on extension of medical benefits to all Pensioners including the Postal Pensioners by (1) removing the unjust condition of Health Ministry to allow all Postal Pensioners into the CGHS without any discrimination; (2) granting reimbursement facilities of in-patient treatment to all Pensioners in non-CGHS areas on par with the serving employees of that area; (3) Merger of existing P&T dispensaries with CGHS without conditions; (4) Finalization of Medical-insurance schemes covering all non-CGHS pensioners to get cashless and hassle free medical treatment; and (5) Merger of different systems like CGHS, Railway and Defence Hospitals to create a centralized health system for better Medicare to all employees and pensioners.
(l)      Revise the Pension by applying the orders for treating the training period as eligible service to get TBOP/BCR upgradations.
(m) Allot rent-free BSNL / MTNL land-line phone to all erstwhile P&T Pensioners without any condition on length of service as ordered by courts.
(n)   Allot vacant Postal Staff Quarters not preferred by serving employees to willing Postal Pensioners on seniority basis instead of keeping the quarters vacant for long time.

Nationwide Programme of Action


(i)                 AIPRPA CHQ will write to the Chairman of the High Level Committee; Health Minister; and Finance Minister focusing the Charter of Demands immediately.
(ii)               Demonstrations shall be held at all places by the AIPRPA on 19th September, 2016 andMemorandum will be forwarded to Health and Finance Ministers. (Draft Memorandum will be circulated to all through CHQ website)
(iii)             Mass Dharna by Postal & RMS Pensioners on 21st October, 2016 to demand implementation of the Charter of Demands.
(iv)              ‘Chalo Delhi’ by Postal & RMS Pensioners to conduct a ‘Mass Demonstration’ in front of Parliament on 21st February (Date will be subject to finalisation in consultation with NCCPA to synchronize with the National Convention against NPS proposed by NCCPA) and to submit the Memorandum to the Prime Minster of India.

We call  upon our rank & file Districts and Divisions to take the call seriously and start hectic preparations for all the Programmes including “Chalo Delhi” Parliament Dharna! Without our active protest like the Pensioners of Armed Forces who got their OROP through struggles, no advancement can be expected from the Government.

51 post offices in TS, AP to be payments bank branches


Hyderabad: A total of 51 Post Offices (POs) in Telangana State and Andhra Pradesh have been identified for functioning as payments bank branches, providing a slew of services, including distribution of financial products. These offices - 34 in Andhra Pradesh and 17 in Telangana - will operate as branches of India Post Payments Bank (IPPB). 
IPPB came into existence after it received certificate of incorporation from the Registrar of Companies, setting the stage for the new bank to start operations in 2017. Similarly, 17 POs have been identified for IPPB branches in Telangana. Of these, Hyderabad GPO will be operational as IPPB branch by March 2017 and remaining 16 by September 2017, Rai said.
The benefits of IPPB include doorstep banking through postmen and Grameen Dak Sewaks, distribution of third party financial products like loans, insurance, pension products, mutual funds, international and domestic remittances, payment of utility bills, municipal dues, fees, government payments, taxes, DBT and MNREGA disbursements, among others.
"IPPB will drive the benefits of financial inclusion by bringing a host of financial products to suit the needs of different strata of society with special focus on the marginalised sections rural areas," Rai added
 
 
IMPORTANT GOVT ORDER
A MAJOR VICTORY OF THE STRUGGLE OF CENTRAL GOVT EMPLOYEES:
             Confederation of central Govt Employees & Workers have been continuously fighting against pension reforms implemented by Govt in tune with the neo-liberal policies and demanding SCRAPPING OF THE NEW PENSION SYSTEM (NPS). Further we have been demanding that those employees who are covered by NPS should be eligible for payment of Death cum Retirement Gratuity (DCRG) and Family Pension and also Govt guaranteed Minimum Pension and Compensation for price rise (Dearness Relief). Now the Govt has conceded one of our demand. Govt of India has issued orders to extend the benefit of Gratuity to all NPS Employees. Further the Cabinet has decided to constitute a committee for streamlining the implementation of NPS. We shall present the remaining issues before that Committee also. Scrapping of NPS is one of the main demand of 2016 September 2nd General Strike also. No struggle will go in vain. Let us make the strike a grand success

OFFICE MEMORANDUM
Subject: Extension of benefit of Retirement Gratuity and Death Gratuity to the Central Government Employees covered by new Defined Contribution Pension System (National Pension System) – regarding.
            The undersigned  is directed  to say that the pension of the Government  servants appointed on or  after 1.1.2004 is regulated  by the new Defined Contribution  Pension System (known as National Pension System), notified by the Ministry of Finance (Department of Economic Affairs) vide their O.M. No. 5/7/2003-ECB & PR dated 22.12.2003. Orders were issued for payment  of gratuity on provisional  basis in respect of  employees covered under  National Pension System on their  retirement  from  Government  service on invalidation or death in service, vide this Department’s O.M. No. 38/41/2006-P&PW(A) dated 5.5.2009.
2.         The issue of grant of gratuity in respect of government employees covered by the National Pension System has been under consideration of the Government. It has been decided that the government  employees covered by National Pension System shall be  eligible for benefit of ‘Retirement  gratuity  and  Death  gratuity’ on the same  terms and  conditions, as are applicable  to employees covered by  Central Civil Service (Pension) Rulke,1972.
3.         These orders issue with the concurrence of Ministry of Finance, Department of Expenditure, vide their .D. Note No. 1(4)/EV/2006-II dated 29.07.2016.
4.         In their application to the persons belonging to the India Audit and Accounts Department, these orders issue after consultation with Comptroller and Auditor General of India.
5.         These orders will be applicable to those Central Civil Government Employees who joined Government Service on or after 1.1.2004 and are covered by National Pension System and will take effect from the same date i.e. 1.1.2004.

GDS Pay Committee visited Karnataka Circle on 23-08-2016

It is reported by the Asst. Genl Secretary (CHQ), AIPEU-GDS Com.B.R.Jagdish in Karnakata Circle that the GDS Pay Committee called Unions for interaction meeting in Bangalore on 23rd Aug 2016.

The Representatives of AIPEU-GDS met the GDS Pay Committee along with NFPE leaders and presented the GDS issues to the Pay Committee Members.

Hon'ble Chief Postmaster General & other officers of Circle Administration were also present.



CHQ conveys heartfelt thanks to the leaders of NFPE for their support and cooperation to AIPEU-GDS and GDS comrades for their participation in the meeting with GDS Committee.

7th Pay Commission Latest News: No hike in minimum pay of Rs 18,000, central government employees might go on strike 

 


In a bad news for central government employees, the government has reportedly refused to hike the minimum pay of Rs 18,000 as recommended by the 7th Pay Commission and approved by the Union Cabinet.


New Delhi, Aug 23: In a bad news for central government employees, the government has reportedly refused to hike the minimum pay of Rs 18,000 as recommended by the 7th Pay Commission and approved by the Union Cabinet. The central government employees are not going to get more than minimum pay of Rs 18,000 as the public sector workers have also demanded minimum pay of Rs 18,000 which will bring extra burden on government. Finance Ministry sources working on the implementation of the 7th Pay Commission recommendations, has made clear that there is no scope to change in minimum pay Rs 18,000.

“The demand of central government employees through National Joint Council of Action (NJAC) for hiking minimum pay Rs 18,000 to Rs 26,000 may be considered by the National Anomaly Committee but they can do nothing,” a Finance Ministry source was quoted as saying by the Sen Times. The central government employees unions have threatened to carry out an indefinite strike if their demand of hike in minimum pay is not fulfilled. But the government is in no mood to change mind on central government employees’ demand. 
While the central government employees want hike is minimum pay of Rs 18,000, the government cannot accept their demand. It is because Public Sector Undertaking employees, who used to get less than the central government employees, are now demanding pay hike equivalent to central government employees. Since the government is not in position to bear this extra burden, it would not accept the demand of central government employees to increase minimum pay of Rs 18,000.
“Now, it is generally seen that Public Sector Undertaking employees get less pay than the central government employees and they will demand to hike pay equivalent to central government employees. So, the focus has now shifted to PSUs- whether they would implement a similar pay hike for their employees or not,” Finance Ministry officials were quoted as saying. “If they hike pay for their employees, the central government is likely to face difficulty in bearing this extra financial burden. Accordingly, central government employees demand for hiking minimum pay of Rs 18,000 will not be accepted,” they added.
The government in July issued the notification for the implementation of the 7th Pay Commission recommendations. The 7th Pay Commission notification confirmed that central government employees 14.27 per cent hike in basic pay at junior levels, the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000. But the central government employees want to increase minimum pay from Rs 18,000 to Rs 26,000. The employees’ unions have threatened to go on strike if their demands are not met.

Recent pay commission has just given a small hike in pay where as many anomalies are likely to arise .
Pay differences for Promotees and Non Promotees are seen and the non Promotees found getting higher than the actual promotees.. eg. A person who has been selected as Post Office Inspector in 2006 (6th Pay Commission ) will be receiving lesser pay as against the person who has failed or not opted for the Postal Inspector Post after implementation of 7th Pay commission 
Promotional loss are seen for officials promoted from 2800/- grade pay to 4200/- grade up to 01.07.2017.. Officials can opt for next increment for fixation if promotion falls before 01.07.2017. 
Heavy loss for option to take fixation from 01.07.2017 and officials have to forgo all the arrears of Pay Commission until their next increment. This has caused greater dissatisfaction among the employees. 
Promotion to next level provide only one increment and does not provide any additional benefit. Even if the officials decline promotion they would get the same in their next date of increment. 
Hence Promotion in 7th CPC is total waste.
 

7th Pay Commission pay hike creates millions of unhappy employees 

 


It seems that nobody is satisfied with their 7th Pay Commission pay hike. At every level there appears to be an upward pressure on salaries and allowances, everyone deserve more pay than 7th Pay Commission pay hike. The 7th Pay Commission pay hike has got recent media attention, while, at the other end, there has been debate about the hiking of pay on the recommendations 7th Pay Commission is proper or not.

According to the commission’s recommendations, the minimum pay has been fixed at Rs.18,000 and the maximum at Rs.2.5 lakh for the cabinet secretary, the country’s senior-most civil servant. The commission had recommended a 14.28% increase in basic pay and the cabinet went with ditto to it.
The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008.

There has been widespread demand from central government employee unions to hike the minimum pay to Rs.26,000; but the government has not accepted the demand till date.
After the central government employees union had threatened to carry out an indefinite strike, the government had promised hiking minimum pay but they are not now in mood for hiking the minimum pay.

Inequalities in pay can be damaging. Excessive remuneration of top bureaucrats has been made to unnecessarily drive up average pay in middle-lower ranks, and dramatic differences between levels throughout government business can undermine motivation. In a wider social sense, perceived inequalities between groups leads to huge discontent and instability.
Aaccording to the notification  of cabinet approved 18 pay matrices, the rate of increase of cabinet Secretary’s basic pay is 178 per cent as he got Rs 90,000 (fixed) in the immediate past under 6th pay commission recommendations, while middle-lower ranks employees will now only get 157% increase of their basic pay merging dearness allowances.

The pay ratio between the Indian top most bureaucrat and the lowest grade employees in the 7th Pay Commission recommendations is 1:13.9, which was 1:12 in the 6th Pay Commission recommendations.

All pay commissions except 7th Pay Commission made up pay gap between lower paid employees and top bureaucrats from second Pay Commission 1:41 ratio to Sixth pay commission 1:12.
The first pay commission was recommended pay of the top bureaucrats 41 times higher than the government employees at the bottom. The top bureaucrats were given salary Rs 2,263 while the lowest earning employees got Rs 55.

Subsequent pay commissions reduced the ratio of pay between lowest earning employees and top bureaucrats from 1:41 in 1947 to about 1:12 in 2006, while 7th Pay Commission made it higher about to 1:14.

The cabinet has approved the hike of the basic pay but decided to defer the recommended 63% allowances hike in the government employees pay package and refer the matter to a committee headed by Finance Secretary Ashok Lavasa.

Allowances contribute a lot in the pay hike recommendation. If the allowance is not taken into consideration it will mean fewer amounts because the allowance which the commission proposed is very substantial.

The hike in allowances, which will give them more money in the pocket, the compensatory perks for all central government employees, which is likely to be paid from October 1 and no arrears for allowances (except Dearness Allowance) is paid, as per usual practice, the allowances is paid from the date of implementation. This also a cause of unhappiness in central government employees.
However, Finance Minister Arun Jaitley said in the Parliament in this month, “The Pay Commission has put a burden of Rs 1.03 lakh crore.”

Claim closure procedure for any type of account in DOP Finacle


  • Generally if the investor/depositor of an account expires then the accounts associated with that investor/depositor can be claimed by the claimant ( Nominee if available or Legal heir) which is known as Claim Closure.
  • We initially take all the supported documents and after proper verification of documents the concerned higher level official will sanction the claim closure.
  • Claim closures for any account should be done only after sanction by the sanctioning authority.
  • After sanctioning,  claim closures can be done in any CBS office as per the SB order 08/2015 Scenario 5 and Scenario 6.
  • Step by step procedure of claim closures in DOP Finacle is mentioned below

Step by Step procedure of Claim closures in DOP Finacle

Change the depositor status to Deceased at CIF Level

  • Before invoking the closure menu we have to make the customer status to Deceased and enter the date of death at CIF level using the menu CMRC.
  • In counter PA login invoke the menu CMRC and select the function as Modify then the system will show the following screen


  •  Enter the CIF id and then click on Go as shown in the figure


 Then the system will display the customer details as shown in the below figure.

In the customer details enter the following detailed mentioned below
1. change the Customer status to "Deceased" 
2. Enter the filed Date of Death __________________ as mentioned in the below figure







Then click on Submit and verify in the supervisor.

Closure of the account using the reason code as Death claim.

  • After modifying the customer status toDeceased  then we have to proceed for the account closure.
  • Use the account closure menu for the respective scheme i.e.
  1. For SB/PPF account -- Use the menu HCAAC.
  2. For RD account-- Use the menu CRDCAAC.
  3. For NSC/KVP certificates--- Use the menu CSCCAAC.
  4. For MIS/TD/SCSS account--- Use the menu HCAACTD
  • For example if we are closing the SB account then invoke the menu HCAAC then the system will show the below screen.

Then enter the below details

Enter the field account ID __________
Select the Transaction Type as "Transfer"
Enter the Transaction A/c ID. "Postmaster A/c id" (SOLID+0340)  because payment of claim closure should be through cheque only as mentioned in the below screen shot



Then click on Go then the system will display the  account information details as mentioned in below screen shot




Then click on Closure tab then the system will show below screen and in the closure reason column select the reason code as "DTCLM"  (This is mandatory for claim closures as the system will calculate the interest based on the closure reason code) which is mentioned in the below screen shot



Then click on Submit and verify in the supervisor.


Note:- 

  1. After successful closure of account using the claim closure then make the CIF as Suspended by using the menu CMRC so that no one will open the accounts using the Deceased CIF.
  2. Some of the users are changing the CIF status to Suspended CIF before closure of account which results in the error while closing the account hence make sure close the account and then change the CIF to suspended state,

  • Standing instruction in DOP Finacle can be given from SB account to RD account by using the menu HSSIM menu.
  • HSSIM stands for Standing Instruction Maintenance.
  • Note that for giving the standing instructions from TDA accounts(SCSS,MIS and TD) accounts to SB accounts we should not use this menu.
  • For giving the standing instructions for TDA accounts(SCSS,MIS and TD) accounts we have to go for account modification menu and enter the interest credit account as SB account number of the customer and submit and verify in the supervisor.
  •  For giving the standing instruction from SB to RD invoke the menu HSSIM and select the function as "ADD" then click on Go as shown


Then the system will ask to enter the following in the header details

  • Select the Standing Instruction Type as "customer induced"
  • Enter the CIF Id of the customer in the field CIF ID.
  • Select the Standing Instruction Frequency as Monthly,date and Previous day as shown
  • Select the field execution time as "B-after change of Date"
  • Enter the filed Next execution date as "give the next execution date"  as shown in the figure


Then click on instruction details then the system will ask to enter the following

Debit Entry

  • Select the CCY filed as "INR"(Indian Rupee)
  • Enter the account id of the customer "SB account number of the customer"
  • Select the amt type field as "Fixed"
  • Select Debit/Credit field as "Debit"
  • Enter the amount field "as amount of RD amount" as shown


Then click on Add as shown then the system will ask to enter the following

Credit Entry

  • Select the CCY filed as "INR"(Indian Rupee)
  • Enter the account id of the customer "RD account number of the customer"
  • Select the amt type field as "Fixed"
  • Select Debit/Credit field as "Credit"
  • Enter the amount field "as amount of RD amount" as shown


Then finally click on submit then the system will generate the standing instruction number as shown


Then note down the instruction number and verify the same in the supervisor.


Useful tips for new Finacle users in DOP Finacle

The following are some of the important tips for new Finacle users in DOP Finacle

1. When a new user is login Finacle then login with the user id provided by the concerned CPC and the password for the first time will be dop.1234 then the system will ask to change the password hence change the password.

2. After login to the Finacle application before starting the transactions one should take the cash from the Vault account ( Vault account is same as treasury in DOP terminology).

3. The process of Vault operation i.e., taking the cash from Vault account (generally Vault account is SOLID+0406) and giving the cash to Vault account c. In order to find the step by step procedure to know about the Vault operation CLICK HERE .

4.  After taking the cash we have to perform the transactions received in the counters.Some of the important menus generally we use in the finacle are as follows

5. After performing all the transactions teller should check the balance using the menu HTCPIAEand submit the cash to Vault account using the menu HTM.

6. Then take the reports using the menu HFINRPT  for LOTs and consolidations.

7. After taking the reports check whether any transactions are pending by using the menu HFTI select transaction status as "Entered" and  "Posted" both should be NILL. Procedure is mentioned below for reference.

Invoke the menu HFTI then the screen will be as shown




Then select the transaction status as "Entered" as shown




Then click on GO then the system will show the list of pending transactions if any clear all the transactions and if no verifications pending then the system will display message "No records  were fetched" as shown



Similarly check for Transaction status as "Posted" as shown


Then click on Go then the system will show the list of transactions if verifications are pending, clear the pending transactions by verifying them. If all the transactions are verified then the system will show message ""No records  were fetched" as shown



8. Invoke the menu HFINRPT ans select the report "EOD Blockin Validation Report" slno 32 in the page 3. click on it then the system will show the below screen



Click on this report then the system will show below screen



Enter the SOLID and submit view the report in HPR the report should be NILL.

9.If any account closure verification is there then the system will not show in blocking validations and even in HFTI. Only option is to find using the menu HAFI

10. Then check whether any closures are pending using the menu HAFI  then the system will display the screen as shown



Then enter the following details as mentioned below


  •   Enter the filed Entered by "userid of teller"
  • Enter the field entered on"today's date'
  • Select the filed authorized as "Not authorized"  as shown 

Then click on the Go then the system will show the list of pending transactions which are unverified by the supervisor and if all the transactions are verified then the system will display the screen as 'No records fetched" as shown



11. Then finally we have to perform the EOD by using the menu HSCOD and submit.


RD bulk list preparation procedure in DOP Finacle

RD bulk list preparation procedure in DOP Finacle:-

  • Agent Portal can be accessed using the the website https://dopagent.indiapost.gov.in
  • Every MPKBY/PRSS agents will get the usernames and passwords at the time of migration to Fiancle by the DOP IT Chennai.
  • All the accounts linked to a particular agent will be displayed one the agent logons to web portal.
  • Separate lists to be prepared for Cash/DOP Cheque(POSB Cheque) and NON DOP Cheque.
  • The accounts opened before 15th should be paid on or before 15th and the accounts opened after 15th can be paid on or before last day of a month.

RD Bulk list preparation procedure:-

  • Open the URL for RD agent portal then the system will ask to enter the username and password enter both of them as shown


  •   Then click on login then the system will ask to change the password after the first login then change the password.
  • Note that the system will give you chance to enter the password maximum of 10 times for unsuccessful attempts.
  • After entering the username and password then the system will show the following screen
  • Then click on Accounts tab as shown
Then click on Agent inquire and update screen as shown



Then the system will show the list of accounts attached to that agent as shown


Then select the mode of payment i.e., select mode as cash/dop cheque or non dop cheque as shown



  • Then in the next step select the list of account numbers you are trying to pay in the list for suppose if you are paying for 5 customers we have to select the 5 account numbers. 
  • Account numbers in the agent portal will be in ascending order so select them. For example if your 1st account number is in page1 select it and if next account number is page3 go to page3 and select the account number in this way select 5 account numbers in our example as shown and then click on save.

  • Note that after selecting all the account numbers only click on save maximum of 50 account numbers can be selected for 1 list for maximum of 10000 for cash and no limit for cheque.
  • Then in the next screen it will display the selected accounts as shown

FOR CASH MODE:-



  • Select first account number enter the no of installments and then click on get rebate and default then system calculates the default and rebate automatically as shown and enter the ASLAAS number of the customer and then click on save

FOR DOP/NON DOP Cheque:-

  • Select the account number enter the no of installments,enter the cheque number,enter the account number for RD installment(Bank account number on the cheque) and ASLAAS number and then click on save.

Then the system will show the message "installment saved successfully" as shown  then the modified column for first record will change as "YES"



  • Then select the second record enter the no of installments,ASLASS number and then click on save as shown repeat this step for all the records.
  • After saving for all the records i.e., modified column will be "YES" for all the records then finally click on  pay all modified installments as shown

  • Then click on pay all modified installments then system will generate the reference number with "C" as shown for cash,DC for DOP cheque and NDC for non dop cheque.

  • Then click on reports as shown 




Then enter the list reference number "________" and select status as "sucess" and then click on search then finally click on "OK" as shown

 
Then after clicking a PDF file will be generated take 2 copies and submit in the counter as shown in the below figure.
