IMPLEMENTATION OF GDS COMMITTEE REPORT DELAYED FOR ONE YEAR, STILL PENDING WITH FINANCE MINISTRY.

Dear Comrades, 

Government has unleashed a sudden and most damaging attack on Post office Small Savings Schemes. Notifications are already issued permitting all Nationalised Banks and three Private Banks ( ICICI Bank , AXIS Bank and HDFC Bank) to accept deposits for all Small Savings Schemes viz ; Recurring Deposit (RD) , Time Deposits (TD) , Monthly Income Scheme (MIS) Senior Citizen Savings Scheme (SCSS) , Sukanya Samridhi Account (SSA) , Kisan Vikas Patra (KVP) and National Savings Certificate (NSC VIII issue) with effect from 10th October 2017. 

         This is a great blow to the Post office Small Savings Schemes and will be a threat to the job security of Postal Employees and also MPKBY /SAS Agents. About 40% of the Revenue and about 50% of the workload of Post office depends on the Post office Small Savings Schemes. Outsourcing of POSSS work to Banks will result in steady fall in Revenue and Workload of Postal Department.

         GDS Committee Report , though submitted to Govt on 24th November 2017 , is still pending with Finance Ministry for approval. GDS Membership verification process has been suddenly stopped by the Government.

          Overall situation in Postal Department is worsening day by day and resentment of the Employees is mounting. 

         NFPE CHQ views the above situation with grave concern and calls upon the entirety of Postal and RMS employees including GDS and Casual labourers to conduct mass protest demonstrations at all Centres and in front of all offices on 23rd OCTOBER 2017.

       Urgent meeting of NFPE Federal Secretariat to be held shortly will announce further course of action.

CHARTER OF DEMANDS

1.       Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the rate of  30%, 20% and 10% with effect from 01-01-2016. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2.      Implement option-I recommended by 7th CPC regarding parity in pension of pre-2016 pensioners.
3.     Scrap PFRDA Act and Contributory Pension Scheme and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.      Treat GraminDakSewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS.
5.     Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits.
6.     (a)         No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
           (b) Stop proposed move to close down Government of India Presses
7.       Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-level hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8.       (a) Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
           (b) Withdraw all trade union victimisations and attack on trade union facilities.
9.       Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to assess the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10.     Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.     Grant five promotions in the service carreer to all Central Govt. employees.
12.     Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.     Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in LokSabha Secretariat to Drivers working in all other Central Government Departments.
14.     Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.     Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.     Ensure cashless, hassle free medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17.     Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7thCPC pay scale.
18.     Revision of wages of Central Government employees in every five years.
19.     Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20.     Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 and Revised Pension  Rules  in respect of Central Government employees and pensioners.
21.       Implementation of the “equal pay for equal work” judgment of the Supreme Court in all departments of the Central Government.

This reports gives the list of Branch Offices along with their BO codes under the given SOL ID. SOL ID is the input criteria. Report will be generated and viewed through HPR menu . This BO code is useful in HACSP and other menus.

2.       Report of No. of Live accounts including BO for Scheme Type - SBA

This report list the live account in SBA schemes viz SBGEN, SBBAS, SBCHQ, SSA, PPF,NSS,etc. with address, DLT and BAT. This report can be generated BO wise also if BO code is given as input criteria. The following columns are available in this report

Aadhaar now a must for post office deposits, PPF, Kisan Vikas Patra
Ministry of Finance has issued four separate Gazette notifications making Aadhaar mandatory for opening all post office deposit accounts, Public Provident Fund (PPF), National Savings Certificate scheme and Kisan Vikas Patra deposits.

The government has made biometric identification Aadhaar mandatory for all post office deposits, PPF, the National Savings Certificate scheme and Kisan Vikas Patra. Existing depositors have been given time till December 31, 2017 to provide the 12-digit unique identification number.

Ministry of Finance has issued four separate Gazette notifications making Aadhaar mandatory for opening all post office deposit accounts, Public Provident Fund (PPF), National Savings Certificate scheme and Kisan Vikas Patra deposits. “Provided that where Aadhaar number has not been assigned, the depositor shall submit proof of application of enrolment for Aadhaar,” the notification dated September 29 said.

Existing depositors who have not provided Aadhaar number at the time of application for such deposit “shall submit his Aadhaar number to the post office savings bank or deposit office concerned, on or before December 31, 2017,” it added. The government has insisted on quoting Aadhaar for bank deposits, obtaining mobile phone and several other utilities to weed out benami deals and blackmoney.

Last month, it extended the deadline for obtaining Aadhaar for availing government schemes and subsidies by three months to December 31. Earlier, those who did not have Aadhaar were asked to procure it by September 30. As many as 135 schemes (of 35 ministries) including the free cooking gas (LPG) to poor women, kerosene and fertiliser subsidy, targeted public distribution system (PDS) and MGNREGA will be covered by the extension.

“As a result of the review of welfare schemes covered and to provide the benefits of such schemes to all eligible beneficiaries of the scheme, it has been decided to further extend the stipulated date in all such notifications up to December 31, 2017,” an order dated September 26 said.

The extension would also apply for Employees’ Pension Scheme of 1995, scholarships, housing subsidy benefit, stipend to SC/ST trainees for coaching guidance and vocational training, stipend to handicapped and Aam Aadmi Bima Yojana.

Besides, it would be applicable for national apprenticeship and skill development schemes, crop insurance schemes, interest subvention scheme, scholarship and fellowship schemes, various education programmes such as mid-day meal for children and Atal Pension Yojana.

“It is hereby clarified that this extension shall only apply to those beneficiaries who are not assigned Aadhaar number or those who have not yet enrolled for Aadhaar. Such beneficiaries are required to enrol for Aadhaar by December 31, 2017 and provide their Aadhaar number or enrolment ID,” it had said.

There will be no denial of services in the interim period.

1. Eligible to be promoted to MACP-1 with grade pay Rs.2800/- and MACP-II with grade pay Rs.4200/- and MACP-III with grade pay of Rs.4600/- on completion of 10, 20 and 30 years of service respectively as per Modified Assured Career Progression scheme.

2. Eligible to appear for Postmaster Gr.1 examination on completion of 5 years of service. On passing the above examination they will be appointed as Postmaster (Gr.1) and thereafter will be promoted to the cadre of Postmaster, Gr.II,Gr.III according to eligibility. PM Gr. 1 officials can not appear for Sr. postmaster Examination for the time being. PM Gr.III officials with 2 years service are eligible to be promoted to the post of Sr. postmaster under 25% quota . Depending upon their performance and eligibility , they can be appointed as Chief Postmaster(Gr.A) in metropolitian cities like Mumbai, Calcutta etc.

3. Eligible to be promoted to the Supervisory cadre of LSG (Lower Selection Grade) norm based posts with grade pay of Rs. 2800/- and thereafter to the cadre of HSG-II (Higher Selection Grade) with grade pay of Rs.4200/- and subsequently to the cadre of HSG-I with grade pay of Rs.4600/- respectively on completion of requisite period of satisfactory service.

4. Postal Assistants promoted to the LSG Supervisory cadre on completing 5 years of satisfactory service will be eligible to appear for limited departmental competitive examination for selection as Superintendent Postal Service group B directly and on passing the above examination they could be posted as Head of Postal/RMS Divisions in the cadre of Superintendent and Assistant Director in postal Administrative wings such as Regional, Circle offices and Postal Directorate New Delhi as the case may be.

5. Eligible to appear for Inspector (posts) examination on completion of 5 years of satisfactory service. On passing the above examination they will be appointed as Inspector (Posts) in Postal/RMS Sub Divisions and thereafter will be promoted to the cadre of Asst. Superintendents in Postal Sub Divisions, Divisional/Regional /Circle offices and Postal Directorate,New Delhi and eligible to be promoted as Superintendents in Postal/RMS Divisions and Asst. Directors Regional /Circle offices and Postal Directorate,New Delhi according to eligibility. Inspector (Posts) having 5 years of service can directly appear for Postal Service Group B Examinations. Those who have satisfactory service record in the cadre of Superintendent Postal Service Group B are eligible to be promoted in the cadre of Sr. Superintendent of Post Offices /Asst. Postmaster General (Gr. A) and Director of Postal Services etc. based on their performance.

6. In addition to the above Graduates working as Postal Assistants/Sorting Assistants (even though not having minimum service) can apply for Combined Graduate level examination being conducted by Staff selection Commission every year depending upon their eligibility and choice can be appointed as Inspector (Posts) under Direct Quota .

7. Postal Assistants/Sorting Assistants (who are graduates) working in the Department of Posts can appear for Civil Service Examination and are eligible to be appointed as Sr. Superintendent of post Offices directly with promotional prospects to the cadre of Director of Postal Services, Postmaster General , Chief Postmaster General, Member Postal Service Board, and Director General /Secretary Posts based on their performance and eligibility.

8. Another advantage is relaxation of upper age limit for applying for Government recruitment examination for selection to various officer posts under staff selection commission and Union Public Service Commission. For example, though certain upper age limit has been prescribed for appearing for Combined Graduate level Examination for selection to the posts detailed below, RELAXATION IS ADMISSIBLE TO POSTAL ASSISTANTS/SORTING ASSISTANTS AS PER GOVERNMENT ORDERS, AS THEY ARE GOVERNMENT SERVANTS.
